| Since the state council issued the “13th five-year plan to promote the equalization of basic public services”in the 9th,2017 document of National Development and Reform Commission.The equalization of basic public services has been promoted to a new level.The document clearly states that equal access to public basic services is essential to the building of a moderately prosperous society in all respects.It is of great significance to promote social equity and justice,improve people’s well-being,enhance all people’s sense of gaining in jointly building and sharing development,and realize the Chinese dream of the great rejuvenation.”As one of the eight major services on the supply-side under the framework of the national public basic service system,basic medical and health service,it plays a pivotal role as a link in China’s health strategy.How to make all citizens have fair and equal access to public medical and health services is the focus which is worth studying at present.The 13 th five-year plan is an important period of China’s development,which is full of opportunities.The society shows new features,the contradiction between people’s demand for health care and the imbalance of medical and health care resources still exists.The people’s awareness of fairness is growing.How to achieve the goal of equal access to basic medical and health services,we still have a long way to go.According to this,this paper analyzes the relevant concepts of basic medical and health services and its equalization from the theory about materials and literature at home and abroad.Based on the following theories---social welfare theory,equity and justice theory,public goods theory,new public service theory and “three-circle” theory,collect related basic data after using the Gini coefficient and Theil index,then calculate and analyze the Equalization of the basic medical and health services level in Inner Mongolia.Then conclude that Inner Mongolia and its affiliated cities are unbalanced in the budget of health expenditure and health resource supply.Based on the findings,the paper puts forward suggestions to promoting the equalization of basic medical and health services in Inner Mongolia,the suggestion is feasible and operable. |
