Talent is the first productive force,in the final analysis,the competition of social and economic development is the competition of talents.Medical and health talents are the key to the effect and quality of medical service,however,the current distribution of medical resources is unbalanced.Particularly,the medical service system below the county level is more deficient.A large number of high-quality medical and health talents are concentrated in developed cities and large hospitals.Public hospitals at the county level are faced with the dilemma of insufficient medical talent resources,low professional quality medical staff,gradual loss of talent and insufficient supplemental motivation.Many people cannot enjoy convenient and high-quality medical and health services,and it is common to see a doctor "across regions" or even "across provinces".With the development of the medical reform process,it is a critical period to solve the problem nowadays.In China,five-level medical service system of province,city,county,township and village,"county-level hospital" is in the position of connecting the preceding and the following,which is the basis for the top and the leading role for the bottom.In the new round of medical reform launched in 2009,we made it clear that we will vigorously develop the rural medical and health service system,and accelerate the establishment and improvement of a three-level rural medical and health service network led by county-level hospitals,township hospitals and village clinics.The reform and development of county-level public hospitals and solving the dilemma of talent development in county-level public hospitals are the key linking to deepen the reform of the medical and health system and effectively alleviate the problem of "difficult and expensive access to medical services".In this background,this paper focus on public hospitals at the county level talent development,current situation of the development of public hospitals at the county level in Guangdong province talent as the main breakthrough point,through access to yearbook data collecting important dominant objective data,at the same time,in-depth field research,questionnaire and focus the interview obtain public hospitals at the county level related to perception and status quo of medical staff satisfaction,at the same time can understand the existing contradictions and problems.On the comprehensive analysis of the present status of the collected information,sum up the current public hospitals at the county level in Guangdong province the problems existing in the talent development,main show is imbalance in the structure of talent,talent growth momentum is insufficient,at the same timein the case of shortages still exist "vacancy" problem,working environment and rising channel mismatching.Combined with case studies and survey information,this paper analyzes the reasons for these problems: the old management model is still affecting county-level public hospitals;at the same time,the regional social and economic basis limits the development of talents;the system and mechanism has not been effectively reformed and become a shackle;and the policy fails to effectively support the talent development of county-level public hospitals.Based on the theory of public goods,the government has an inescapable responsibility to support county-level public hospitals.Therefore,relevant ideas and Suggestions are put forward for the talent development of county-level public hospitals from the perspective of policies. |
