Study Of Traditional Chinese Medicine Service Capacity Of Township Hospitals

[Purpose]By analyzing the national macro data and field investigation data,we found the realistic problems of the townships hospitals services of traditional Chinese medicine(TCM),and influence factors of medical service ability and public health service ability of TCM.In the end,we put forward promotion and policy suggestions to improve the TCM service ability of townships hospitals services.[Methods]A multi-stage sampling method was adopted.First,one province was selected from the east,central and western regions,and then one county with a relatively good economic level and a relatively poor economy was selected according to economic conditions.A full sample survey was conducted on township hospitals in the county.Finally,a total of 79 township hospitals were selected in 6 countiest.We collected the information of TCM resources and services in township hospitals in six counties in 2017 through field research.On the basis of summarizing the national macro TCM service capacity at primary care,descriptive statistical methods were used to analyze the current situation of TCM resources and services township hospitals.Single factor analysis method and multiple linear regression method were used to study the influence of social and economic factors and TCM resource indexes on the service ability of TCM.[Results](1)Material resources:township hospitals without TCM department and TCM pharmacy accounted for 8.86% and 39.24 respectively,township hospitals with less than 50 kinds of Chinese patent medicine accounted for 8.86%,and township hospitals with less than 250 kinds of Chinese herbal slices were 46.84%.(2)Human resources: 11.39% of township hospitals were without TCM practitioners,and 3.80% were without TCM practitioners or TCM assistant practitioners.(3)TCM service ability: in 2017,the annual outpatient and emergency visits of TCM in 79 township hospitals were 2,240,accounted for only 5.14% of the total outpatient and emergency visits.The average number of TCM service projects in each township hospital was 55.Among them,the top five reasons for the failure of TCM service projects were the lack of quality of TCM personnel;the insufficient number of TCM personnel;the lack of equipment;low project efficiency and the insufficient demand of residents.(4)Regional differences: in general,the eastern region had the most abundant TCM resources,the central region had the highest volume of TCM services,the western region had the lowest volume of TCM resources and services.Multivariate linear regression analysis showed that the number of TCM doctors and per capita GDP of counties were the main factors affecting the TCM medical service capacity of township hospitals.Increasing number of TCM physicians and decreasing number the per capita GDP of the county would result in higher exertation of the TCM medical service ability.The main factor affecting TCM public health service ability of township hospitals was the number of service population.[Conclusions]The resources of TCM in township hospitals were in short supply,some of them still failed to meet the allocation standards of township hospitals required by the state.Human resources of TCM were insufficient,the service ability of TCM was insufficient.The TCM service ability was far weaker than that of western medicine,with obvious regional differences.Increase investment in TCM services in primary care institutions is recommanded,vigorous promotion regarding the development of TCM personnel at primary care could be considered as an action,the dissemination and publicity of TCM culture is advised.
