Research On Service Efficiency Of Tertiary Traditional Chinese Medicine Hospitals In Guangdong Province

ObjectiveSince the reform and opening up,although the cause of Chinese medicine in Guangdong province has been greatly developed,but there are still serious problems in the Chinese medicine,serious shortage of high-level talents,independent innovation ability,management system is not perfect and so on,so our province in 2006 put forward the decision of building a strong province of Chinese Medicine.The tertiary TCM hospital that bears the main responsibility for the revitalization of TCM undertakings is the main development position of TCM.This study takes the tertiary TCM hospital of our province as the research object,evaluates its service efficiency,analyzes its influencing factors,provides relevant suggestions for the developme.nt of tertiary TCM hospital in our province,and provides reference for promoting the construction of strong province of TCM in our province.MethodsUsing the method of literature analysis to determine input-Output indicator libraries for Bootstrap-DEA model and influencing factors for panel Tobit regression model.Using the Pastor's methods to pick input-Output indicator libraries and decide index.Using Bootstrap-DEA model to measure the efficiency of tertiary TCM hospital in Guangdong province.Using the panel Tobit regression model that choose the technical efficiency,pure technical efficiency and scale efficiency of tertiary TCM hospital were analyzed variables respectively,with the number of resident population at the end of the year,the number of hospitals per million population,the rate of health insurance coverage,GDP per capita,the level of urbanization,The number of beds,the average length of hospital stay,the average cost per person,the average number of passengers per discharge for the explanatory variable.Using Excel2016 for data entry and line chart production,using SPSS21 for statistical method analysis,R3.5.1 and Benchmarking software package for Bootstrap-DEA model analysis,with Statal4 for panel Tobit regression model analysis.ResultsUsing Bootstrap-DEA model to measure the service efficiency of the tertiary TCM hospital in Guangdong Province,it is found that:first,based on the analysis of the year,the pure technical efficiency of the tertiary TCM hospital in Guangdong Province shows the trend of fluctuation change.Second,the area as the unit for analysis,in the non-parametric test,At the significant level of 0.05,the difference of scale efficiency between the PRD and the non-PRD region is statistically significant.Thirdly,the analysis is carried out by the hospital as the unit,the H9 development is the best and the comprehensive efficiency mean is 0.873,the worst development is H22 and the comprehensive efficiency mean is 0.399.Using panel Tobit regression model to further analyze its service efficiency,it is found that the number of resident population at the end of the year,the number of hospitals per million population and GDP per capita have a positive impact on service efficiency,and the number of beds,the average length of hospital stay,the average cost per person and the average number of passengers per discharge have a negative impact.ConclusionThrough the analysis of the service efficiency of the tertiary TCM hospital in Guangdong Province,it is found that although the overall efficiency is in the middle level,the development of pure technology efficiency is unstable and often fluctuates,the development of the PRD and the non-PRD region is uneven,and the development of tertiary TCM hospitals in the same area is still different.Through further analysis of the factors influencing the service efficiency of the tertiary TCM hospital in Guangdong Province,it is found that the potential increase of medical demand,the appropriate improvement of hospital competitiveness,the improvement of economic level,the improvement of medical service quality and the reduction of medical expenses can improve the efficiency of service,but the blind expansion of hospital scale will reduce the eff'iciency of service.It is suggested that Guangdong province should pay attention to taking into account fairness and efficiency when developing the service efficiency of the tertiary TCM hospital,and that the government and hospitals should cooperate with each other and jointly promote the modernization of hospital management.
