Objective: The price of medical services in public hospitals in China is lower than the actual cost.The national finance has invested less in the development of medical and health care.The “drug addition” has become the main way for public hospitals to maintain normal operation and expand their scale,resulting in serious public welfare of public hospitals.Weakening,the problem of the masses "difficult to see a doctor,expensive to see a doctor" has increasingly become a hot spot of social concern.This study explores the status quo and existing problems of the compensation mechanism of public hospitals in Jilin Province under the policy of “zero rate of medicines”,and proposes corresponding suggestions for further improvement of the compensation mechanism.Methods: This paper takes the compensation mechanism of public hospitals as the starting point,and takes the theory of supply-induced demand and doctor-agent entrusted agency as the theoretical basis.Using the literature analysis method,the research on the compensation mechanism of public hospitals at home and abroad and the historical evolution of the compensation mechanism of public hospitals in China are taken seriously.Combing,collect and collate relevant data of 80 public hospitals in 9 cities(states)of Jilin Province,and use descriptive statistical methods to analyze major data such as drug proportion,drug income,and per capita medical expenses.Conclusion: The implementation of the “drug zero rate” sales has not fundamentally solved the problem of “expensive medical treatment” for the masses,and even caused other problems such as difficulties in the operation of public hospitals and aggravation of contradictions between doctors and patients.The main reason is mainly due to the implementation of “zero rate of drugs”.After the policy,the relevant compensation mechanism was neither implemented nor perfected.This paper analyzes the empirical study on the effect of zero rate of drug in public hospitals in Jilin Province,and draws the following main conclusions: First,the proportion of medicines in public hospitals decreases,the structure of medicines tends to be reasonable;second,the amount of medical servicesand total income have increased,public The operating efficiency of the hospital has improved.Third,the province has not established a scientific and sustained financial subsidy mechanism,the financial subsidies are small,and the price adjustment of medical services is unreasonable.Fourth,after the implementation of the zero-rate policy of drugs,the patient’s benefit is not obvious.Based on the above conclusions,this study provides some constructive suggestions for further improving the comprehensive reform of public hospital prices.
