Increasing in population aging,social overall health services demand under the background of significant change,mainly use the theory research and practice analysis,qualitative analysis and quantitative analysis,the unity of empirical research and normative research method,the integrated use of health capital investment theory,public goods theory,new public service theory of marxism,to the southwest border provinces conduct the thorough research to the investing public health problem,discusses an ageing population for public health investment mechanism and the influence of the southwest border province public health investment optimization strategy,promote the accessibility of public health resources,equity and sustainable configuration,It can relieve the pressure of health care brought by the aging population and provide scientific basis for the health policy making of the government departments in the southwestern border provinces.Study the following main conclusions:Firstly,the population aging impact on public health investment path,mainly consists of four major processes: namely,population aging leads to health capital impairment,health capital depends on health resources investment,health investments all main body should do well in role playing,health resource allocation should be more balanced and fair.Secondly the slow natural population growth is one of the main factors for the high aging rate of the population in the southwestern border provinces,and the government's financial and social investment in public health has been increasing at a rapid rate.With the increasingly prominent aging population problem in the southwestern border provinces,the government's financial health investment and social health investment play an increasingly important role in sharing,the pressure of residents' payment for personal health services has been alleviated,and the proportion of the three main bodies' investment in public health is now in an ideal equilibrium state.At the same time,the public health investment in the southwest border provinces and regions is facing some challenges,such as the increase of residents' personal health care burden caused by aging,the failure of financial investment to keep up with the health needs of aging,the insufficient participation of social capital in the commercial insurance market for the elderly,and the unreasonable allocation of health care resources for the elderly.Thirdly,the aging population,the income level of urban and rural residents,the financial capacity of the government,and the degree of environmental pollution in the southwest border provinces have positive effects on the government's health investment and social health investment,while they have negative effects on the personal health investment;Urbanization level has positive effect on personal health investment,and negative effect on government health investment and social health investment.The education level of residents has no significant influence on public health investment.On this basis,the paper puts forward some Suggestions,such as improving government-led social environment governance to adapt to the aging trend,optimizing the structure of public health investment to play the role of market share,opening the channels of old-age re-employment to ensure individual's ability to pay,and enhancing the prevention and treatment of diseases in the elderly to control non-essential medical investment.
