An Exploration On Public Hospital Dean Economic Responsibility Audit Evaluation System

General Secretary Xi Jinping pointed out in the 19th National Congress that the implementation of the strategy for a healthy China needs to deepen the reform of the medical and health system,establish a comprehensive system of basic medical and health care with Chinese characteristics,a system of medical insurance and a high-quality and efficient medical and health service system,and improve the modern hospital management system.The dean of a public hospital is the key figure in practicing this strategy and its performance will directly affect the implementation of the strategy for a healthy China.In addition,the CPC Central Committee and the Ministry of Education jointly issued with the Central Propaganda Department,the Ministry of Education,the Ministry of Science and Technology,and the National Health and Family Planning Commission jointly issued the Interim Measures for the Management of Leading Staff in Public Hospitals in 2017.In order to build a contingent of high-quality public hospital deputies in line with the standards of good cadres,Provide institutional support.In this context,this paper studies the evaluation of economic responsibility audit system of public hospital chief.This article builds the public hospital Dean’s economic responsibility audit evaluation system includes the index system,index weight,evaluation procedures,evaluation methods,evaluation range and evaluation criteria.First of all,using the literature research method and the theoretical analysis method to construct the public hospital Dean’s economic responsibility audit evaluation system that meets the needs of public welfare,and combining with field investigation,in-depth interview and questionnaire survey(243)questionnaires distributed and recovered to the whole country)The indicators of the audit system of economic responsibility were revised,and the six dimensions of the implementation of the policy,the internal control,the major economic decisions,the daily economic operation and the building of a clean and honest government were drawn.There were 21 first-level indicators and 52 second-level indicators Which is the index system of economic responsibility audit of public hospital chiefs.Secondly,experts compare and scrutinize the importance of each dimension and index,and use fuzzy analytic hierarchy process to get the weight of each level.Thirdly,through the method of literature research,field research and expert consultation,the practical evaluation criteria of secondary index are worked out to provide basis for the follow-up of economic responsibility audit evaluation.Finally,by case analysis,A typical hospital on the construction of the hospital director of economic responsibility Any audit evaluation system for trial operation to ensure that it is feasible.The innovation points of this paper are as follows:(1)Constructing a set of relatively complete evaluation system of economic responsibility audit of public hospital chief which embodies public welfare orientation;(2)Paying attention to the combination of qualitative and quantitative methods,through expert scoring method and fuzzy analytic hierarchy process Law to determine scientific and reasonable weight indicators;(3)to develop a reasonable and meticulous evaluation criteria,and by the medical and health field chiefs,experts recognized.It is hoped that the research in this article can make a modest contribution to the improvement of economic responsibility audit evaluation system,the promotion of the party style and the establishment of a clean government,and the healthy development of the health care industry.
