Game Analysis Of Private Non-Profit Hospitals And Government Regulation

With the gradual deepening of the new round of medical reform,China began to introduce a variety of health policies that promote diversified medical pattern of the "public ownership as the mainstay,various forms of supplementary",in which the most prominent is the country began to explicitly encourage social capital to set up non-profit medical institutions.In this context,private non-profit hospitals also began to sprout and gradually developed,the number is also significantly grew.However,at the same time,private non-profit hospitals’ false non-profit,"the absence of government regulation,regulatory overlap and other issues began to highlight,mapping out the development of our hospital supervision system has lagged far behind in the development of private non-profit hospitals,the existing hospital regulatory system urgent needs to further improve.In the process,clarifing the interaction between private non-profit hospitals and government regulation is crucial.Based on the survey of six cities,the paper use literature analysis,empirical study,game analysis and other research methods to analyze the game policy between the private non-profit hospitals operation and government departments regulation.By the use of stakeholder theory,game theory,based on the analysis of the private non-profit hospital stakeholders their interest demands,the game model was constructed between regulators and the regulated to analyze the various policy strategies of stakeholders under different circumstances.First of all,the paper analyzes the research situation and gaps of private non-profit hospitals,puts forward lack of our countries’ private non-profit hospitals;secondly,based on the reality of our country,present situation of private non-profit hospitals,type,status of development and regulatory objectives were analyzed to identify vulnerabilities and problems of the private non-profit hospital supervision;again,using stakeholder theory to analyzes the interest demands of private non-profit hospitals and government regulation demands,to clarify the different stakeholders interest demands;and finally,using game theory to build our private nonprofit hospitals run and government regulation game model,analyze their strategic options to obtain the regulatory game results.This paper attempts to analyze our private non-profit hospitals and government regulation game,identify gaps of development and supervision of private non-profit hospitals,put forward a path selection of improving private non-profit hospitals’ future regulatory regime,provide decision-making basis for the government’s regulatory policy development and introduction.At the same time,private non-profit hospitals as an important part in China’s medical market,we should raise awareness of private non-profit hospitals,make effective policies to promote China’s private non-profit hospitals regulatory regime,forecast it’s future development to protect their health,harmonious and orderly development to make greater contributions to China’s medical and health undertakings.
