With the improvement of living standards and the reform of the medical system, many large hospitals have introduced advanced technology and equipment and have better doctor resources,so that a large number of patients flock to large hospitals. Many problems have occurred such as the unreasonable allocation of equipment resources and physician resource, the cumbersome of treatment process and the major information resources between the hospitals do not share. These problems lead patients wait in line for a long time and reduce patient satisfaction and worsen the doctor-patient relationship. Therefore, how to allocate the resources in the hospital more rationally, improve the utilization rate of the resources, reduce the waiting time of the patients, improve the patient satisfaction, and reduce the hospital operating costs, has important theoretical significance and practical value. In order to solve these problems,we investigate the Harbin Children's Hospital and the Fourth Affiliated Hospital of Harbin Medical University, then we treat the reduction of patient's dissatisfaction as the main goal and treat the reduction of hospital operation cost as the secondary goal and then make reasonable allocation of doctors outpatient department resources on the basis of the prospect theory and the queuing theory.Through the value function in the foreground theory to establish the patient dissatisfaction function, and then analyze the problem and divided it into two cases.Firstly, the corresponding mathematical models are established on the basis of the queuing theory without considering the patient's backhaul. The multi-objective optimization problem is solved by using the plant growth simulated algorithm(PGSA)and through MATLAB data simulation to verify the validity of the models;secondly,on the basis of the first case, considering the situation of patient recall,we introduce dynamic priority rules and re-optimize the models, and carry out data simulation. At the same time,we analyzes the influence caused by the changes of two target weight parameters on the overall satisfaction and the hospital operating cost. The results can provides some reference value for the hospital. Finally, from the aspect of management,we put forward countermeasures and suggestions to the management of outpatient departments in hospital so as to improve its degree of emphasis on the deployment of outpatient departments. The final goal is to make the hospitals operate more rationally and the patients accept more satisfactory services at the same time.
