| Due to over reliance on extensive economic development mode,China has also brought serious environmental pollution problems while realizing economic miracle.The seriousness of environmental pollution is that it not only seriously affects the living quality of the residents,but also increases the medical economic burden of the residents because of the rising risk of the disease.At the same time,to speed up the construction of ecological civilization,promote the sustainable development and so on to reflect the concept and ideas of "environmental protection" has been repeatedly called,to increase the intensity of environmental regulation measures has become the main way to deal with the environmental problems in China.Therefore,it is of great significance to explore the relationship between the intensity of environmental regulation and the medical burden of residents.It is of great significance to the proposition of how to use environmental regulation tools,to formulate the level of regulation reasonably,to reduce the medical burden of the residents and to improve the well-being of the residents.Based on the above research background,this paper first collated and described domestic and foreign research literatures related to environmental regulation and medical burden.Secondly,based on the theory of externality,the theory of health demand and the theory related to environmental regulation,this paper puts forward the basic logic that environmental regulation affects the burden of residents: the change of medical burden is derived from the relative changes of health care cost and per capita income.On the one hand,environmental regulation can affect the environmental quality,and then influence the health care needs of the residents;on the other hand,it can affect the economic growth,and then affect the residents’ income level and health care expenditure.The comprehensive influence of the above two aspects can reflect the effect of environmental regulation on the burden of residents.Based on this logic,this paper combines the relevant theory and empirical research to further explore the impact of the two paths on the medical burden of residents,and through certain mathematical derivation,there is a concave function relationship between the environmental regulation and the medical burden of the residents.In the empirical aspect,this paper uses the microcosmic survey data of the CHNS database in 2000~2011 as the research sample,constructs the main empirical model,and verifies the existence of the above path mechanism and the concave function relationship by using the intermediary effect test procedure and the GLS regression analysis method.Finally,the following conclusions are drawn:(1)there is not only a significant concave function relationship between environmental regulation and residents’ medical burden,but also a significant inverted "U" type characteristics.(2)the relationship between environmental quality and economic growth has a significant intermediary effect in the relationship between environmental regulation and the medical burden of residents,that is,the green path and economic path of environmental regulation do exist;(3)In addition to environmental regulation,residents’ age,illness,education,health care prices,medical insurance and the degree of aging of the population have different significant effects on the medical burden of the residents.After verifying the existence of inverted U type relation and action path,we further explain the reason of inverted U form from the perspective of action path.On the one hand,the comprehensive impact of green path and economic path on Residents’ health care expenditure has a significant negative linear relationship between environmental regulation and residents’ health care expenditure;on the other hand,the impact of economic path on the per capita income of residents makes the relationship between environmental regulation and household income per capita in a significant positive "U" relationship.The inverted "U" relationship is the embodiment of the above two aspects of resultant force.Finally,according to the conclusion,some suggestions are put forward: first,we should improve the level of environmental regulation in a reasonable and reasonable way;two,we should increase the level of human capital;three,we should pay more attention to the improvement of our medical security system. |
