Research On Value-for-money Evaluation In The Area Of Rural Water Conservancy PPP Projects

As the focus of China’s water conservancy projects,the rural water conservancy PPP project develop rapidly in China.Can not only solve the problem of government financing,but also land rural water conservancy projects as soon as possible to solve the aquatic problems in rural areas.However,the current PPP value-for-money evaluation methods are insufficient,which will affect project implementation and even industry development.At present,there are few researches on this subject.Therefore,it is necessary to study and analyze the methods applicable to the value-added evaluation of rural water conservancy PPP projects in combination with the characteristics of rural water conservancy PPP projects.This study analyzes the characteristics and current situation of rural water conservancy PPP projects in China,and the current value-for-money norms and research status of China.Based on the experience and research methods of other countries,combined with the rural water conservancy PPP project,to improve the existing value-for-value evaluation method.In the quantitative evaluation analysis,the characteristics of the input and output and return of the rural water conservancy PPP project are refined,and the calculation of the evaluation data of the public sector comparative value method is refined,and the value model of the discount rate and the parameter value suggestion are obtained.Identify factors for sensitivity analysis and get sensitive factors that affect project implementation.In the qualitative evaluation analysis,the qualitative evaluation indicators of the items in the PPP project case database are statistically analyzed,and the evaluation indicators reflecting other benefits are added.The qualitative evaluation indicators of the domestic rural water conservancy PPP projects are analyzed,and the evaluation criteria of the indicators are proposed.Through the questionnaire survey and the analytic hierarchy process,the weights of each index are preliminarily determined,and a complete qualitative evaluation index system for rural water conservancy PPP projects is established.The entropy method and the integrated method of subjective and objective weighting based on entropy method are introduced to carry out weight correction.Finally,an example is introduced,the case is analyzed and analyzed,quantitative and qualitative evaluation analysis is carried out,and thevalue-for-money evaluation shows that the evaluation system can be popularized and used in such projects.The results of this paper are mainly based on the current evaluation method of rural water conservancy PPP project value-for-money evaluation system,the results are more practical,compared with the traditional method of evaluation content is more comprehensive,the value and calculation method is more scientific.The innovative content and contribution of this paper are mainly reflected in the improvement of rural water conservancy characteristics in the current evaluation method based on the combination of rural water conservancy characteristics,so that the evaluation results are more scientific.To a certain extent,it assists government decision-making,contributes to the implementation of the project and the control of uncertain factors,and provides a more comprehensive evaluation idea and method for the value-for-money evaluation of the industry.Reflecting the value of value evaluation,preventing value for money does not work,and promote the development of agriculture and rural areas.
