Study On Evaluation Of Sustainable Use Of Cultivated Land In Jilin Province

Cultivated land is an important means of production for agricultural production,and it is also one of the indispensable natural resources for the production and development of human society.With the acceleration of China’s industrialization and urbanization,the use of arable land resources is facing the dual pressure of increasing social demands and environmental damage.As an important food producing area in the country,Jilin Province’s sustainable utilization of cultivated land not only affects the development level of the region,but also directly affects national food security.Research on sustainable use of cultivated land in Jilin Province can effectively understand the current level of sustainable use of cultivated land in Jilin Province and the obstacles affecting the sustainable use and development of cultivated land.It will help relevant government departments to further improve the quality of cultivated land,improve the cultivated land environment and promote Coordinated development with nature.Based on the collation and analysis of relevant research on the evaluation of sustainable use of cultivated land at home and abroad,this paper finds that the utilization of cultivated land in the province is mainly faced with the main problems of insufficient quality of rural labor force,a significant decline in the ecological carrying capacity of cultivated land compared with the past,and the single agricultural planting structure through the comparative analysis of the structure of cultivated land use,the quantity and quality of cultivated land resources and the availability of cultivated land resources from 2009 to 2018 in Jilin.Based on this,the paper takes Jilin Province as the research object,and uses the theory of human-land relationship,sustainable development theory and scarcity theory as the theoretical guidance,uses the DPSIR conceptual model to construct the Jilin Province cultivated land sustainable use evaluation index system,evaluating and analyzing the changes in the sustainable use of cultivated land based on TOPSIS method and the obstacle degree model evaluatein Jilin Province from 2009 to 2018.The study found that the sustainable use of cultivated land in Jilin Province from 2009 to 2018 showed an overall upward trend,and the overall closeness increased from 0.4145 in 2009 to 0.5882 in 2018.The degree of sustainable use of cultivated land has also increased from an unsustainable stage to a sustainable primary stage.From the perspective of each criterion layer,the closeness of the driving force,impact and response subsystems has improved significantly during the study period.Although the overall value of the pressure subsystem has declined,the upward trend has been obvious since 2015;The change is greatly affected by natural conditions and fluctuates in a zigzag pattern,but in recent years it has generally shown an upward trend.From the perspective of obstacle degree,land reclamation rate,multiple cropping index,fertilizer application amount per arable land area,average agricultural output value per capita,and per capita water resources are the main obstacle factors that affect the sustainable use of cultivated land in Jilin Province,which were mainly concentrated in the pressure and state subsystem.Finally,based on the results of empirical analysis,this paper puts forward targeted countermeasures and suggestions,including: delimiting different levels of cultivated land environmental sensitive areas and establishing ecological compensation mechanisms to promote cultivated land recuperation and fertility improvement,dividing rural environmental governance into Cultivated land environmental governance and rural human settlement environmental governance,promoting vigorously the cultivation of new agricultural management entities to increase agricultural output value,guaranting the water use of cultivated land in Jilin Province by means of "open source" and "throttling",which has reference significance for improving the sustainable utilization of cultivated land in Jilin Province.
