At present,China’s offshore fishery resources are facing the shrinking of resources caused by environmental pollution and overfishing.It is urgent to change the way of fishery development.However,it has gradually become a consensus to promote ecological development through fishing cessation and protection of the marine environment.However,a series of social problems,such as the transformation of fishermen’s production and employment,have a bearing on the people’s livelihood.Coastal towns are the central node of land sea integration strategy,and the comprehensive development strength of fishery towns needs to be improved.Therefore,in the small town area of fishing port type,we should vigorously develop characteristic industries such as leisure fishery,combine the advantages of the new urbanization policy of the state,and encourage the two-way superposition policy of creating characteristic towns to accelerate innovation and development.Characteristic town is the highlight of regional context,the highlight of ecological nature,the important node of urban-rural integration,and the new mode of urbanization.Featured town has a clear development direction,rich cultural elements,integration of production,tourism and living and other multi-functional features,showing a unique development space.How to plan and build characteristic towns in the context of new urbanization development and the Yangtze River Delta integrated strategy,based on natural advantages,tap potential growth points,cultivate new growth points,and explore a way to meet the existing resource conditions and industrial characteristics of Shanyang Town,and innovate the sustainable development path is the focus of the study.The research methods of this paper are mainly theoretical
