| In 2015,the State Forestry Administration issued the “Opinions on Further Strengthening Forestry Standardization Work”,pointing out that it is necessary to improve the forestry standards system,including optimizing the structure and layout of forestry standards,strengthening the standardization and revision of key areas,and promoting the internationalization of forestry standards.However,many forestry ecological engineering standards are outdated with parameters changed,leading to the following issues: The ecological engineering system is often simple.The structure is out of balance.The tree species are single.The system stability is poor,and it is difficult to obtain the expected benefits of engineering construction.Therefore,it is necessary to analyze the defects of forestry ecological engineering standards and improve the applicability of forestry ecological engineering standards.In order to systematically analyze the problems existing in forestry ecological engineering standards,firstly,the standardization system engineering methodology is used to construct the forestry ecological engineering standard system,and the six-dimensional structure of the forestry ecological engineering standard system is established.On the basis of the structure,the forestry ecological engineering standards are traversed.It is found that there are problems in the forestry ecological engineering standards,such as larger age,long standard development period,low standard utilization rate and very imperfect standard system.The above problems have seriously affected the applicability of forestry ecological engineering standards.Therefore,in order to improve the applicability of forestry ecological engineering standards,the appraisal system for the applicability of forestry ecological engineering standards is constructed.By evaluating the standards and discovering the problems affecting the applicability of standards,the standards are revised to improve the applicability of standards.Firstly,the theories such as the connotation of standard applicability,evaluation principles and evaluation methods are summarized.Based on the theory,the literature analysis method and expert survey method were used to establish the appraisal index system for forestry ecological engineering standards.Combined with the analytic hierarchy process and the fuzzy comprehensive evaluation method,the appraisal system for the applicability of forestry ecological engineering standards is formed.In order to verify the feasibility of the evaluation system,an empirical study was carried out by taking the Technical Code for Mountain Ecological Public Welfare Forest as an example.Research experts in forest ecology,forest resources,forest management,etc.,as well as Beijing Xishan experimental forestry workers who have been applying the standard,are invited to participate in the evaluation process.The evaluation results show that the applicability of the standard belongs to the general level,and there are problems such as unclear language description,wrong format,revised or abolished reference standards,content contradiction,content needs to be updated,standard structure and content are incomplete.And some suggestions are proposed in term of the problems.The empirical demonstration shows that the model is realistic and feasible.However,some suggestions for improvement are proposed for this evaluation system: increasing quantitative indicators,increasing the representativeness of evaluation indicators,and expanding the scope of the sample. |
