Forage crops can provide high quality forage for herbivorous livestock,thereby provide people with high-quality beef,mutton and dairy products,which are characterized by grain saving,high efficiency and healthy.The country is implementing the integration of planting and breeding transforming the planting of partial seed corn into silage and using the whole plant to improve the production capacity,and the state also further coordinates the development of grain crops,commercial crops and feed crops.So,it has become an inevitable trend to develop forage crops.The North of the Agro-Pasture Zigzag Zon is the main distribution area of dryland agriculture or rain-fed agriculture in China.Forage crops have broad ecological adaptability and it has a certain resistance to seasonal drought;at the same time,the soil is not easy to erode under the cover of perennial forage grass,which improves the ecological and environmental conditions of this region to a certain extent.And the forage crops have attracted most of the investment due to their low technical threshold,and gradually became an appropriate path for the industrial poverty alleviation in the Northern Agro-Pastoral Areas and even the northern areas.This paper is mainly based on the current economic environment,in order to promote the sustainable development of agriculture,and comprehensive utilization of resources,to improve the efficiency and the efficiency of the agricultural development,and to promote the strategic adjustment of agricultural industrial structure.Taking the economic,social and ecological factors into consideration,this paper measures and analyzes the benefit and prospect of developing forage crops in the North Agro-Pastoral Area.Based on the implementation of "grain to feed" strategy,this paper takes planting industry and breeding industry as the breakthrough point,and empirically analyzes the benefits after the implementation of "grain to feed" strategy and the willingness of farmers to plant forage crops according to the relevant survey data in western Jilin province.The main conclusions are as follows:First,from the perspective of resource endowment,it is found that there were obvious comparative advantages in the development of forage crops in the North Agro-Pastoral Areas;from the point of view of policy,we should guide the development of herbivorous animal husbandry in the North Agro-Pastoral Area;we should fully mobilize idle natural resources in the North Agro-Pastoral Areas under the context of environmental constraints of natural resources.So we will increase food sources and improve the efficiency of resource allocation by steadily supplying high-quality animal products to markets in the north.Second,there is slightly different between forage crops and grain crops planting costs for ordinary farmers.Among them,the total cost of rice is the highest,followed by corn;And the total cost of silage corn and forage sorghum is lower than grain crops.The net income of planting forage crops is much higher than that of growing grain from the perspective of planting income and yield rate.The net yield and yield rate of silage corn grain crop were the highest among the four crops,followed by forage sorghum.However,the net benefit of corn planting is relatively low,and that of rice planting is the lowest.From the perspective of ordinary farmers,planting forage crops can obtain better economic benefits in western Jilin province.Third,the main factors that influence the willingness of farmers to grow forage crops in the west of Jilin province include the age of the household head;income structure;whether they are familiar with forage crops;whether there are familiar with the policy of "grain to feed";the cognition of earnings;whether he is a member of the cooperative organization;the planting of forage crops by relatives and friends;whether they have encountered difficulties in selling forage crops.That is to say,these factors have an important impact on the cultivation of forage crops by farmers.Fourth,the difficulties in promoting and implementing the policy of "silage corn to forage" which include: short industrial chain and single sales channel;the development of forage crops is obviously restricted by technology;it is difficult for the financial to support development mechanism to meet the needs of industrial development and traditional farming concepts still exist in some areas.These factors have hindered the development of forage crops.Fifth,the development of forage crops in western Jilin province is as follows: there are many resources endowment to plan forage crops,Farmers are highly motivated to plant forage crops and they have a strong willingness to do so;planting forage crops has higher comparative benefit than growing grain;there are many factors influencing farmers’ willingness to plant forage crops and there are some difficulties and problems in the process of promoting forage crops.On this basis,policy suggestions were put forward for the improvement of forage crop benefits and sustainable development in western Jilin province,such as extending the agricultural and animal husbandry industrial chain;cultivating diversified new agricultural business entities;raising the level of mechanization of agricultural production by using technology;promoting the implementation of forage industry insurance,increasing financial support;and doing a good job in policy publicity and promotion.
