Formation Mechanism And Comprehensive Reform Model Of Agricultural Water Price In Henan Province

Henan Province is short of water resources and has prominent contradiction between supply and demand.As a large water user,agriculture has extensive irrigation methods and has great water-saving potential.The current agricultural water price cannot effectively reflect the scarcity degree of water resources and the ecological environment cost,and its role in promoting water conservation has not been effectively played.This not only affects the enthusiasm of social capital to invest in farmland water conservancy,but also is not conducive to saving water for agricultural irrigation.Therefore,it is of great significance to carry out comprehensive reform of agricultural water price in Henan Province.Yuanyang County,Shangshui County,as 12 pilot counties and districts arranged by Henan Province to reform the property right system of farmland water conservancy facilities and innovate the operation and management mechanism,will accumulate important experience for Henan Province to carry out comprehensive reform of agricultural water price on a large scale by studying their agricultural water price formation mechanism and comprehensive reform mode.Firstly,this paper selected two different typical irrigation areas to collect the basic situation of the reform area,including its basic situation,project area engineering status,agricultural water rights reform status,water pricing status,grass-roots water conservancy service system,and analyzed the necessity and feasibility of project construction;irrigation demand was obtained from crop irrigation water quota and crop planting area.According to the most stringent control objectives of surface water and groundwater resources and the water structure of the project area,the total amount of agricultural irrigation water can be calculated,and the reasonable total water consumption index can be obtained by comparing.For different types of irrigation areas,the reasonable terminal water price can be calculated by considering the operation and maintenance cost and the economic affordability of agriculture to water price comprehensively.Finally,the appropriate information level of agricultural water price is discussed.
