Research On Innovation And Development Mechanism Of Herdsmen’s Cooperatives From The Perspective Of Efficiency

In recent years,with the rapid development of social economy,the management mode of pastoral areas in China is gradually changing from the traditional household contract management to the new management mode of major professional households,family past:res,joint households,cooperatives,animal husbandry enterprises and other new business entities.The Nineteenth National Congress of the Communist Party of China clearly pointed out that we should consolidate and improve the basic rural management system,deepen the reform of rural land system,and improve the "three rights" division system of contracted land.The second round of land contract will be extended for another 30 years after its expiration.It is of great significance for the production and management of grassland animal husbandry to accelerate the circulation of grassland,expand the scale of operation,absorb the elements of modern science and technology,improve the efficiency of scale and technology,and promote the economic development of pastoral areas.Based on the household survey data of Xilingol League,Alashan Left Banner and New Balhu Right Banner,this paper uses DEA method to compare and analyze the production efficiency of cooperative members,family pastures and ordinary herdsmen in the three regions to find innovative development paths to improve the efficiency of cooperatives.That is the innovation cooperation mechanism which include cooperatives set up associations,family pastures set up cooperatives,ordinary herdsmen become shareholders of cooperatives through grassland circulation,custody and other forms,each business entity establishes the interest connection mechanism and innovation management mechanism which include establish the perfect restraint mechanism,carry out whole-process assistance mode,establish three living communities.
