| The Nineteenth National Congress of the Communist Party of China has put forward the strategy of rural revitalization,which is a major decision-making and deployment made by the Party Central Committee with Comrade Xi Jinping as its core,focusing on the overall situation of the Party and the state undertakings.It is the master of the work of "three rural areas" in the new era At present,rural drinking water safety is a prominent problem in rural areas,which needs to be solved urgently.Combining the advanced experience at home and abroad,it is very important to build a rural safety governance mechanism of urban-rural integration.Urban-rural integrated safe water supply is committed to providing rural residents with tap water of the same quality,network and price as the city,thereby improving the safety of rural drinking water,enhancing the satisfaction and security of rural residents' lives,and enhancing the image of the government in sustainable development and drinking water safety governance.Jiangsu Province has made an attempt in the management of rural drinking water safety.In 2010,the concept of "urban water supply" was extended to "urban and rural water supply" for the first time.In order to promote the legislative purpose of coordinating urban and rural water supply and ensuring the safety of drinking water for urban and rural residents,Jiangsu Provincial Regulations on Urban and Rural Water Supply Management(Announcement No.74 of the Standing Committee of Jiangsu Provincial People's Congress)were formulated,which can effectively guarantee the Under the barrier,a more advanced integrated water supply mode of urban and rural areas has been formed.Since 2009,Jiangxi Water Conservancy Investment Group Co.,Ltd.has established an integrated model of urban and rural water supply in Leping City,which takes the government as the main body of responsibility and enterprises as the main body of investment,so that rural tap water can become a universal service for another rural resident after power and telecommunications,so that every farmer can enjoy the same quality,the same network and the same price of tap water.How to develop rural water supply projects in a quality,quantity,convenience,economy and long-term way,how the government,residents and enterprises should play their roles,and how to establish a relatively complete and effective rural drinking water safety guarantee mechanism are important issues to improve the quality of life of rural residents and ensure the sense of security of the masses.Based on the background of the strategy of rural revitalization,and from the perspective of urban-rural integration,using multidisciplinary theory and methods,and on the basis of public goods theory,sustainable development theory and environmental justice theory,this study investigates the urban-rural integrated water supply project and the traditional rural safe drinking water construction project dialectically.Through the investigation,we found that there are two problems in Shanggao County's rural drinking water: first,rural residents do not have a high awareness of drinking water safety.Second,the coverage of rural tap water is not high,and rural water supply,as an important infrastructure for farmers' lives,is basically in a state of natural development.From the experience of drinking water safety management in rural areas at home and abroad,it is very important to build high-standard large-scale Waterworks for drinking water safety management in rural areas.The successful construction and long-term operation of waterworks can not be separated from the efforts of the government,enterprises and water users.Therefore,in the process of promoting the strategy of rural revitalization,we must improve the legal system of rural drinking water safety,speed up the construction of integrated urban and rural safe water supply mechanism,and strengthen publicity and education to solve the problem of rural drinking water safety. |
