The grassland livestock in Otog Banner is overloaded seriously root in the rapid changes in the global climate and local unreasonable grassland management measures,resulting in serious degradation of grassland and destruction of grassland ecological environment,which have seriously threatens the local economic development and human habitation.In response to these problems,although Otog Banner has implemented grassland protection policies such as grass and livestock balance,the fundamental problems have not been solved.The herdsmen's yearning for a better life has led to high livestock stocks in pastoral areas,while limited grassland resources have no power to meet it.,increasing the grass yield is necessary in order to solve the problem fundamentally in the pastoral area.For this reason,a program devoted to offering a balance between water,grass and livestock came into being.This balance program requires detailed statistical planning of local water resources,stocking capacity,and grassland resources,and the development of reasonable planning to meet the huge grass production needs with limited water resources.In recent years,although the water infrastructure of the Otog Banner has been greatly improved,there are still some problems in the utilization of water resources.Mainly due to the low efficiency of agricultural water resources utilization,the backward technological level of industrial enterprises,the overall efficiency of water use is not high,and the lack of unified planning for water resources.This study analyzed deeply the water supply potential of grassland water resources and the current situation of grassland and livestock balance in the region,and fully analyzed the current balance pattern of grass and livestock and the utilization of water resources through field investigation,data collection and analysis and calculation.Under the conditions of perfecting the balance of grass and livestock,the research on water resources was added to establish a more perfect balance model between water,grass and livestock.The main objectives of this study are to reduce the contradiction between grass and livestock,improve the efficiency of water use,reduce the degradation of grassland and increase the income of herders,and provide a theoretical basis for the study of the balance of water and grass in the area.The study found that:(1)The Otog Banner's grassland area is broad,but the grass yield per unit area is low,and most areas are less than 400kg/hm2.The yield of self-supplied grass is seriously insufficient.(2)The whole area is overloaded seriously,and the actual carrying capacity is 99.34 million sheep units,the approved livestock load is 837,400 sheep units,and the total overload of livestock is 156,000 sheep units.(3)The local surface water resources and precipitation utilization rate are low,the irrigation equipment is backward,the water-saving irrigation area is insufficient,and the balance of water,grass and livestock is not realized.(4)we constructed a new water grass and livestock balance framework.The average annual utilization of local water resources is 263 million m3.At present,the total annual water consumption of the whole area is 187.5 million m3,which was mainly used in the agriculture industry and whose water consumption is 122.41 million m3.The water potential is 0.7545 billion m3.If a natural grassland irrigation is carried out,in order to solve the current feeding needs of overloaded livestock,the water demand at least 314.374 million m3 is needed,which is much larger than the local surplus.The establishment of silage-based drip irrigation artificial grassland with silage corn requires only 4,696,200 m3 of water,and the establishment of alfalfa-based sprinkler artificial grassland requires water of 291.210 million m3,the local surplus water can be fully met.The western part of Otog Banner is a region of the Yellow River,with flat topography and abundant water resources,suitable for the development of large-scale sprinkler irrigation.This study adds water resources analysis to the traditional "grass-stocking" balance in the Otog Banner,and lays a theoretical foundation for the balance of "water-grass-stocking" in the Otog Banner.It has certain reference significance for slowing grassland degradation in pastoral areas.
