Pushing forward the construction of well-facilitated farmland,is of great significance to the development of modern agriculture,to ensure the effective supply of grain security and to the effective supply of important agricultural products and to promote the sustainable development of rural areas.It can provide a scientific basis for investment decisions by making comprehensive analysis of the proposed projects from the aspects of technology and economic benefits before implementing the well-facilitated farmland construction project.However,for a long time,before the construction of well-facilitated farmland project,the project managers often focus on the demonstration of feasibility of agricultural production technology,the land use restriction factors,land suitability and new cultivated land ratio are mainly selected as indexes when making feasibility study,there are few detailed economic evaluations which was made according to the specific natural economic conditions of the project.there is no specific economic evaluation study on the specific natural and economic conditions of the project,there is almost no analysis of project construction uncertainty and risk.The lack of analysis on economic evaluation results in some local governments’ misconception that well-facilitated farmland construction projects can’t make any economic benefits,it brings contravene mood in the implementation of well-facilitated farmland construction projects,and seriously affecting the construction progress of well-facilitated farmland construction projects.This article combines with the economic and social status of ZY City,through full investigation and research,estimate the economic data of well-facilitated farmland construction projects in ZY city,selecting indicators such as net present value,payback period,internal rate of return,analyze and evaluate the economic benefits of the project from two aspects: static and dynamic profitability.Then through the sensitivity analysis and break-even analysis,carry out the project uncertainty analysis.Then combine the actual situation of the project to carry out risk analysis and propose risk avoidance suggestions.After the above steps,make a comprehensive and detailed economic evaluation on the well-facilitated farmland construction project in ZY City,and take this as the focus and innovation point.This study concludes that: The well-facilitatedfarmland construction project of ZY city has good economic benefit,the static payback period of the project is 5.67 years,the dynamic payback period of the project is 7.43 years,these two are lower than the expected payback period of the farmland consolidation project industry which is 13 years.The financial internal rate of return of the project is16.32%,it is higher than the agricultural industry’s internal rate of return which is 7% and8% of social average rate of return.This study can provide scientific theoretical basis for the ZY city people’s government to make the investment decision of well-facilitated farmland construction project,and also it can provide theoretical and empirical reference for similar projects in other areas.
