| Content:Farmland is the fundamental guarantee of food security,the limited land resources is the major factor which restricting the development of social economy,farmland protection,food security and social stability,has always been a big problem facing our country.The significance of the delineated prime farmland lies in the protection of farmland.Although the prime farmland protective mechanism is gradually improving,the situation of occupied prime farmland is still existing.With the development of the social economy and the expansion of the city,phenomenon of high quality prime farmland occupied by construction projects is commonly existed.In order to better protect the prime farmland,this article takes Suichuan County as the research object,through the research of Suichuan County farmland and current status of prime farmland,to analyze the changing of delineated prime farmland from 2012 to 2015 and thoroughly discussed the exiting problems.Based on the theories and methods of prime farmland protection inside and outside,combined with Suichuan County "13th five-year plan" social and economic development planning and Suichuan County local characteristics,started a new round of prime farmland demarcation,evaluated indicators of Suichuan County farmland and according to the average score after determining the scope of permanent prime farmland.By comparing this delineation results with the last round,it is better to master the prime farmland situation and existing problems in Suichuan County.The research shows that the prime farmland of Suichuan County is decreasing year by year,and the reasons for the occupation is rather complex,which including the factors of the government level and the factors of the farmers.The article mainly elaborated the following contents:(1)This paper briefly analyzes the purpose,background,significance,and researches the important experience of farmland protection at home and abroad.Finally,the research ideas,methods and route of this study are obtained.(2)Research Suichuan County farmland and prime farmland,Suichuan County is a typical mountain area,which with a higher proportion of high content in county farmland,slope under 25° mostly.The quality of prime farmland is generally good,but there is more farmland slope under 25 °,and non-farmland types were included in the prime farmland.Based on the analysis of the change of prime farmland structure from 2012 to 2015,it is found that though the prime farmland has been delineated,the area of the prime farmland was decreasing every year,and the prime farmland was occupied.This phenomenon can be used to summarize the problems that may exist in prime farmland protection and analyze its causes.(3)In accordance with the guidelines and principles of the state and the province to delineate prime farmland,according to the requirements of the overall planning of the "13th five-year plan" land in Suichuan County,start a new round of prime farmland demarcation,The comprehensive evaluation system of farmland was established by using the index evaluation method,and the comprehensive score of each farmland was obtained,and the plan of permanent prime farmland in Suichuan County was finally determined.The results compared with the previous achievements of prime farmland demarcated,thinking that protecting the prime farmland and reserve these areas surrounding the cities is the biggest contradiction.However,the scope of the reserved construction area around the city is mainly determined by the planning of cities,Different planning goals are inconsistent,and the conflict between planning layout is easy to emerge.so it is urgent to promote the comprehensive planning of land use,urban and rural planning,etc.This analysis also prove that although delimit the results more scientific,prime farmland demarcated has not played a role in protection of prime farmland,it’s not just that the delineation is unreasonable,the main reason lies in the relevant policy,protect the incentive mechanism is not perfect.(4)Based on the research and analysis of the existing problems in the protection of prime farmland in Suichuan County,the paper puts forward some countermeasures and Suggestions for the protection of prime farmland in Suichuan County. |
