Study On Comprehensive Potential Of Farmland Consolidation In Guangshui

As an important part of land consolidation,farmland regulation not only plays an important role in the quantity control of cultivated land,but also plays an important role in improving the quality of cultivated land and protecting and improving the ecological environment of farmland.It is also an important way for China’s agricultural development to turn to a resource-saving and environment-friendly transformation under the new situation.The evaluation of the comprehensive potential of farmland consolidation is an important theoretical and technical basis for guiding the layout of farmland regulation in the land regulation plan.It is an important part of the theory of land regulation and application research to accurately define the connotation of the comprehensive potential of farmland regulation and comprehensive and accurate evaluation of the comprehensive potential of farmland consolidation.On the basis of two important indexes of the new cultivated land area and the new cultivated land rate in the farmland consolidation,the standard cultivated land coefficient under different utilization conditions is checked rationally,and the method of evaluating the quantity potential of farmland consolidation is perfected.Based on the comprehensive and in-depth analysis of the influence and effect of farmland consolidation projects on the related factors of quality of cultivated land,this paper discusses the potentiality of the improvement of cultivated land quality index and cultivated land utilization coefficient,then a potential evaluation method of farmland consolidation quality is put forward,which is based on the extent of productivity enhancement.Based on the principle of landscape ecology,the evaluation index system and evaluation method of farmland consolidation ecological potential based on landscape ecological pattern are discussed.Finally,the evaluation method of farmland consolidation comprehensive potential based on the combination of the quantity,quality and ecological potential of farmland consolidation is put forward,which provides a reliable basis for the layout of the key area of farmland regulation planning in Guangshui City.This paper takes Guangshui city of Hubei Province as an example to conduct an empirical study.The evaluation results show that in the 70182.13 hectares of cultivated land in Guangshui,the number potential of farmland consolidation can be increased by 1718.85 hectares,the average new cultivated land rate is 2.45%,and the region with high quantity potential is mainly concentrated in the northern and southeastern part of the evaluation unit.The quality potential of farmland consolidation in Guangshui is high,the total capacity of standard grain for cultivated land in the city is 188358.64 tons,and the average productivity potential of 383 evaluation units is 491.80 tons,and the average productivity potential per hectare can be increased by 2.683 tons,and the region with high quality potential is distributed in the East and south of the city and the small river in the southwest of the city.These areas are important areas for improving the quality of cultivated land and ensuring food security.The areas with high ecological potential of farmland consolidation in Guangshui are mainly distributed in the central and southern part of the evaluation unit.The area is relatively flat,the number of cultivated land is more,the distribution of cultivated land is more concentrated,the average area of cultivated land is larger,which is suitable for the protection and improvement of the ecological environment during the regulation of farmland.Based on the results of the comprehensive potential classification area of farmland consolidation in Guangshui,the spatial and temporal layout of the key areas of farmland consolidation in Guangshui was rationally planned,which provided the basis for the land consolidation plan of "13th Five-Year" in Guangshui.The conclusions are as follows:first,the comprehensive potential evaluation method based on quantity,quality and ecological balance can comprehensively and accurately evaluate the comprehensive potential of the county farmland consolidation,and the results can be used as the main basis for the delimitation of the key areas of the county farmland consolidation.The theory and method system of the comprehensive potential of farmland consolidation can provide theoretical and technical support for the compilation of some contents of land consolidation planning,which is of practical significance for guiding the farmland consolidation work.Second,in the process of evaluating the potential of farmland consolidation,we should pay full attention to the important role of the quality and ecological potential.The emphasis of farmland consolidation should be from the quantity potential mining to the quality potential mining and the transfer of the ecological environment protection,in order to meet the actual needs of the National Food strategy security and the protection of the ecological environment,and to improve the research and application status of too much emphasis on the quantity potential of farmland remediation.
