The Study On Benefit Evaluation Of Farmland Water Conservancy Project In Land Consolidation Project

Irrigation and water conservancy facilities are the basic facilities for agricultural production.Through the rational allocation and utilization of water resources in the agricultural production process through the irrigation and water conservancy facilities,it can improve the efficiency of agricultural production and disaster resistance,and ensure the country’s food security.At present,under the requirement of the simultaneous development of the "four modernizations",the development of irrigation and water conservancy facilities has become an imperative link in the modernization of agriculture.Also from the social and economic development,China has now entered the industry nurturing agriculture,the city supports the countryside,promote modern agriculture with rapid development of material security,water conservancy business has also ushered in a good development environment.As an important part of water conservancy development of farmland in Anhui Province,in the evaluation of project benefits of water conservancy projects in land remediation is often neglected,one is because of the farmland water conservancy project in benefit evaluation is difficult to directly through quantitative analysis;two scholars often pay more attention to the benefit evaluation of land consolidation,rarely benefit from the perspective of the evaluation of farmland water conservancy project.In addition to providing necessary water resources for agricultural production and the allocation of water resources,farmland water conservancy projects also provide safety guarantee for drinking water for people and livestock in the renovation area.In the research on the performance evaluation of farmland water conservancy project and the comprehensive benefit evaluation of land consolidation,many evaluation indexes,such as social benefit and ecological benefit,are mainly qualitative.Therefore,this paper takes the farmland water conservancy project as the research object,and uses the method of qualitative and quantitative analysis to evaluate the comprehensive benefits of the project.And summarizes the research results at home and abroad,try to select quantitative indicators on the basis of cost income,and use AHP to build farmland water conservancy benefit evaluation system.A case study on Anhui Province Jieshou City as an example,through field research,the performance evaluation of farmland water conservancy project of new town land consolidation project in Jieshou City,seeking to build water conservancy evaluation system when the Anhui province water conservancy construction situation.The results showed that:(1)through the evaluation of farmland water conservancy project comprehensive benefits of new town land consolidation project in Jieshou City can be seen in the project have been improved in social and ecological benefits,but the economic benefit is not obvious.(2)the farmland water conservancy project land remediation projects in new town land Jieshou City town is still be room for improvement in the economic,ecological and social aspects.(3)there are still some problems in the construction of farmland water conservancy project,such as low construction standards and lack of management and protection subjects.
