| The model of PPP from abroad,the domestic scholars in recent years begin to research the application of PPP model and issues,but because of the different social conditions,Chinese scholars are mostly focused on the risks of PPP mode,as for other aspects of the research is still at the initial stage.As to the degree of attention to the "three rural problems"has been increased,especially the national strategic focus on rural infrastructure construction has become the top priority,and the main grain-producing areas are distributed in the northern region,based on the climate in north China,water shortage problem of Chinese agriculture,rural areas and farmers is the main facts,in order to improve this situation,must strengthen the construction of water conservancy facilities.Therefore,the construction of water conservancy facilities complete degree will directly affect the actual production of food and agriculture,rural areas and farmers problem is solved.Relative to other areas in China,chongqing region water resources relatively abundant,near the Yangtze river,mountainous much water,but also because of its mountainous geographical conditions as a result,not all the region’s water resources are very abundant,with the advancement of urbanization,the water is close to the area and water resources are plentiful in the people’s living area and occupied.Far from water area,because there is no developers and enterprise’s choice,these places are often also is the place that agriculture is the most crucial,but due to its special properties,the water here is relatively faint comparison,through all kinds of government funding support,improve the application of water conservancy facilities,but still has a lot of money to,had some difficulty in these areas.The PPP model in infrastructure in the majority of advantages,for the government and the attention of the researchers at home and abroad,some of the public-private partnership model can also bring them here for reference,considering the chongqing region of funding problems existing in the application of water conservancy facilities and management,the maintenance problems,this article is based on the study the role of the PPP mode application in our country,water conservancy facilities,in chongqing region,for example,can not only test the PPP model has practical application in our country,but also for the application of chongqing regional infrastructure to provide theoretical reference.This paper is based on the PPP model in rural areas in China,to conduct a comprehensive study of water conservancy facilities,especially considering the operating mechanism of the government and developers or investors and construction effect is investigated,through the analysis of investigation results and the actual situation of research,the conclusion is not only can the actual problems in the water conservancy facilities to give practical guidance,but also can provide theoretical reference for related research.Paper in combination with the actual case analysis,need to consider the question very much,one of the most critical factors for the credibility and authenticity of the investigation and study.This paper carefully designed scientific research,not only will longevity area actual situation to carry on the detailed examination,but also to find the problems related to provide accurate reference,and provide reference for the development of the water conservancy project in longevity region.From mature and some distance on the study of the PPP mode,but as the powerful confirmed its feasibility of the project,the PPP model will provide the solutions of the problem of agriculture,rural areas and farmers in our country and accelerate the important power to achieve the grand goal of well-off society. |
