Study On Elevator Safety Supervision Countermeasures In Wafangdian City From The Perspective Of Collaborative Governance

With the development of social economy,the number of public elevators is increasing day by day,and it has become an important special equipment in daily life.However,the level of elevator safety supervision is relatively backward,elevator safety liability accidents happen repeatedly,which seriously threaten the safety of people's lives and property,especially some malignant elevator accidents expose the importance of elevator safety supervision.Since the institutional integration,Wafangdian City has also faced severe problems in the process of elevator safety supervision,such as low supervision of government departments,low inspection efficiency of third-party inspection institutions,and weak management of elevator users.Therefore,how to provide safe and comfortable elevator environment for the masses through improving the level of elevator safety supervision is the key issue after the institutional reform.The research of related topics is of great significance to further improve the collaborative governance level of elevator safety supervision.The main contents of this study include:(1)using literature analysis,investigation and comparative analysis,taking Wafangdian City as an example,this paper analyzes the main problems of elevator safety supervision from the perspective of collaborative governance,and further analyzes the causes of the problems.(2)based on the perspective of collaborative governance,combined with the advanced elevator safety supervision experience of Japan,the United States,Shanghai,Hangzhou and other western countries,this paper puts forward important enlightenment for Wafangdian elevator safety supervision.(3)based on the public governance theory,public goods theory and new public service theory,the paper puts forward countermeasures to improve the elevator safety supervision in Wafangdian City from the perspective of collaborative governance.(4)based on the perspective of collaborative governance,this paper believes that Wafangdian elevator safety supervision should be improved in the following aspects:strengthening the construction of efficient elevator safety supervision departments,deepening the market-oriented construction process of inspection and testing institutions,strengthening the awareness of elevator safety supervision subject of elevator users,strengthening the construction of regulatory mechanism of elevator safety maintenance market,and strengthening elevator safety supervision Construction of social publicity system.
