Study On Cultural Relics Repairs And Seismic Performance Improvement Of The Former Site Of The Puppet Manchukuo State Department

Modern heritage buildings have problems such as improper use and maintenance,change in the original status of cultural relics and unclear repairs process and practice when they are used,protected,repaired and consolidated.So,they are exposed to potential safety hazards.This paper refers to the prevailing Law of the People's Republic of China on the Protection of Cultural Relics,the Principles for the Conservation of Heritage Sites in China,the Technical Standard for Inspection of Building Structure,the Standard for Seismic Appraisal of Buildings,the Design Code for Strengthening Concrete Structure,the Code for Design of Strengthening Masonry Structures,etc.It combines the survey,design,repairs and reinforcement scheme demonstration,analysis and other tasks for the repair cases of the former site of the Puppet Manchukuo State Department.Also,it summarizes the methods and experience on the disease analysis,repairs process,seismic reinforcement scheme formulation,implementation and management in relation to the remaining heritage buildings during the Puppet Manchukuo Period.Also called "the Fifth Government Building",the former site of the Puppet Manchukuo State Department was one of the representative buildings during the Puppet Manchukuo Period.Completed in 1936,the building is known as an “imperial crown style building” with an oriental style.It features magnificent shape,complex structure and gorgeous decoration.The conservation and repairs of its cultural relics and the improvement of its seismic performance are meaningful for studying historic conservation buildings.This paper mainly studies the repairs process and seismic performance improvement of the former site of the Puppet Manchukuo State Department and tries to achieve the goal of repairing the building as it was and improving its seismic performance while ensuring its function of use.The following tasks are mainly completed in this paper:1)The original and current conditions of the former site of the Puppet Manchukuo State Department are investigated by reference to related historical documents,data and drawings and through field surveys and other methods.Thecurrent conditions of the building are subject to disease analysis and summarization from the perspectives of building space layout,elevation style,structural arrangement and building materials,etc.Building characteristics are further analyzed.Based on the above,the historical,technical and artistic values of the building are described.2)The repairs of glazed tile roofs,restoration of outer wall surfaces and of indoor decoration components in relation to the building are studied.Related repairs process and technical requirements are summarized.3)The methods and process for building structure testing as well as safety analysis and appraisal are sorted based on the testing and appraisal of the existing conditions of building structures.The seismic performance improvement scheme for all structures is determined in accordance with the testing and appraisal report as well as actual mapping drawings and in combination with modeling analysis and calculation.The scheme may provide some reference for the conservation,repairs and seismic performance improvement of other identical buildings.
