With the development of society,the continuous progress of urban construction is also a kind of damage to natural resources.In the western countries,there is a kind of PPP construction project in the construction process,and it has gained a good profit.In recent years,China has introduced this model and modified it according to the local political and legal environment.With the accelerating of urbanization construction,construction projects throughout the construction period will constantly optimize the acceleration,leads to some of the domestic project appeared in the process of construction quality problems,just like 2018 times of the PPP projects,due to catch up,ignore the need a certain amount of time to ensure the concrete strength is then to continue to build above,but also for some projects haven't acceptance into the next process,eventually making collapse happened in the process of construction project,the progress of the project and therefore increase the time,for the whole project is a bad influence.The risk allocation of the existing river projects in China is mostly distributed according to the traditional PPP project risk allocation method.The traditional allocation method cannot be fully applied to the study on risk allocation of river projects under PPP mode.The purpose of this paper is to find a new method,a new distribution model,to reasonably share the river engineering risk under the PPP model.Will the PPP mode for the construction of the project with the concept of risk on the risk identification and risk sharing,for the first time in XX city river construction project as an example analysis of the government and the private sector for the project risk,next to the university professor used the method of questionnaire survey to further risk of brush and brush after risk is chosen for its preliminary analysis using methods of game theory to the government and the private sector in the channel risk what are the risks when one party alone share more appropriate,and jointly share the risk of further by the analytic hierarchy process(ahp)to the specific proportion,The final risk ratio is then analyzed according to the feasibility study report of the project,so as to conclude what wrong risk allocation can be avoided according to the conclusion of the construction project to save money.
