The industrialization process has exerted great pressure on the water resources environment.The scarce water resources and severe water pollution environment also seriously affect the steady development of the industrial economy.my country's "Thirteenth Five-Year Plan" puts forward clearer goals for sustainable development of water resources and economy.Therefore,we should combine the development relationship between industrial water and industrial economy,focus on examining the causes of industrial water inefficiency,analyze its inherent water-saving potential characteristics,and propose targeted water-saving measures.As the ninth largest national central urban agglomeration in my country,the Guanzhong Plain urban agglomeration is also located in a typical arid and water-scarce region in the western region of China.It is urgent to achieve economic growth under the condition of efficient use of water resources.The three provinces of Shaanxi,Shanxi and Gansu have also proposed new policy plans for the resource utilization and economic development of the Guanzhong Plain urban agglomeration.The tasks of industrial water saving and consumption reduction in the Guanzhong Plain urban agglomeration are still arduous.Therefore,it is of great practical significance to conduct research on industrial economy and industrial water use efficiency in water resources environment in 11 cities.On the basis of reviewing domestic and international researches on water resource environment,industrial water efficiency and industrial water saving potential,this paper first uses the decoupling model to conduct an empirical study on the relationship between industrial economic development and water resource environment.The analysis results of the OCED index and Tapio model show that most cities in the Guanzhong Plain urban agglomeration show a relative decoupling relationship,but the degree of decoupling varies among cities.It shows that the current industrial water use and economic development of the Guanzhong Plain urban agglomeration have not reached equilibrium,and there are phenomena such as waste of water resources and relatively slow development of the industrial economy.Secondly,based on the panel data of 11 cities in the Guanzhong Plain urban agglomeration from 2005 to 2016,the paper uses the two-stage network SBM-DEA model to consider the impact of industrial wastewater,that is,undesired output,and combines the two stages of industrial water production and sewage treatment.The industrial water efficiency of various cities in the Guanzhong Plain urban agglomeration over the years.The research results show that during the period of investigation,the comprehensive network efficiency of the Guanzhong Plain urban agglomeration is low,and the efficiency level of most cities in the production stage is higher than that of the governance stage.The industrial water efficiency value considering the impact of industrial water pollution is generally lower.The production stage and governance There is room for further improvement in the efficiency of the stage,and there is a large spatial difference in the efficiency of industrial water use.Industrial water is still in the stage of "heavy production and light treatment" and has greater water-saving potential.Therefore,this paper studies the water-saving potential of the Guanzhong Plain urban agglomeration.Analyze and form a set of more reasonable calculation standards for water-saving potential,and divide the industrial water-saving potential into two parts:reality and future.The reality part is calculated by the quota comparison method,and the future part is calculated by the gray prediction method.The analysis of cities with different types of water-saving potential shows that due to the existence of environmental barriers,the potential of each city varies greatly.Among them,Shangluo,Qingyang and Tianshui are the key assessment cities for water conservation and consumption reduction in the current and future Guanzhong Plain urban agglomeration.The predicted water saving potential is still a certain distance away from the most stringent water resource system requirements.Finally,according to the comprehensive analysis of the industrial water efficiency value and water saving potential value studied in this paper,from the aspects of resource environment,scientific and technological progress,industrial agglomeration,water resources market and system reform,this paper proposes further industrial water saving and consumption reduction in the Guanzhong Plain urban agglomeration in the future policy suggestion.
