In recent years,with the recovery and development of global economic,the multi-airport system has also emerged with the rapid development of urban agglomerations,which has subtly enhanced the interdependence and restriction between adjacent airports.The complementary orientation and the optimized flight route network among the sub-airports in the multi-airport system have become the main breakthroughs for promoting the co-development of multi-airport system.At the same time,the high sharing of airspace resources such as regions,flight segments and specific route points between sub-airports is also the bottleneck restricting the airspace system of multi-airport system.These factors are considered as air traffic control factors,that is,the study of the co-development of multi-airport system from the perspective of air traffic control has practical application significance.This paper focuses on the problem of the optimization of flight slots and route network in the co-development progress of the multi-airport system in east China from the perspective of air traffic control,and conducts research on the purpose of optimizing the co-development of the multi-airport system in east China by reallocating the non-hub function of ShangHai.The research selects Shanghai Pudong Airport and Shanghai.Hongqiao Airport,Nanjing Lukou Airport,Hangzhou Xiaoshan Airport,Ningbo Yushe Airport and Wuxi Shuofang Airport as the research objects,clarifies the orientation of each sub-airport based on the analysis of the current operation status of each airport.Then establishes a flight route evaluation system,determining the object of reallocating,and completes the first-level reallocation of the flight routes of the two airports in Shanghai.Then establishes the flight reallocation optimization model,and takes the minimum deviation of flight slots adjustment as the optimization goal,the aim is to carry out the flight reallocation under the minimum disturbance.The research selects the simulated annealing algorithm to seek the global optimal approximate solution in the model solving process,and then obtains a new flight plan.In order to draw up a step-by-step solution: prototype plan,25% reallocation plan,50%reallocation plan,75% reallocation plan and 100% reallocation plan,that is,complete the reallocate progress of the two airports in Shanghai.The result of the optimization of the reallocation progress is taken as the data basis for the simulation in the TAAM,and the simulation results including airport hourly traffic distribution,sector hour collision,sectorcontrol load,and average delay time.Based on the data and simulation results obtained from the above research,the order degree of sub-airport and the coordinate degree of multi-airport system under the five kinds of reallocation schemes are measured and analyzed by the sequential system-based the evaluation model of the coordinate degree of composite system.The results show that the flight reallocation strategy will promote the co-development of the multi-airport system in East China and will have an effect in the near future.However,in the long run,it is necessary to combine the optimization of the model,the improvement of equipment and facilities,and the optimization of the airspace structure to achieve long-term results.
