With the deterioration of the global environment and the depletion of fossil energy,the research on renewable clean energy is deepening.As a renewable and high-energy clean energy,biogas has become a research hotspot in all walks of life.At present,the research of biogas in China mainly focuses on the calculation of household biogas production efficiency and qualitative analysis of biogas engineering development model in livestock and poultry farms.The quantitative study of biogas engineering production efficiency and its influencing factors lags behind,resulting in "inefficient operation" and "abandonment" phenomena in biogas engineering in livestock and poultry farms.Sichuan Province is the province with the most biogas projects in the country.It plays an important role in the development of biogas "three ups and downs" in China.The research conclusions on the influencing factors of biogas production efficiency of livestock and poultry farms in Sichuan Province are representative and typical,and have certain reference value for improving the quality and efficiency of biogas projects in different terrain.This paper first uses the non-parametric DEA-Malmquist index method to calculate the total factor productivity of biogas projects in 92 livestock and poultry farms in Sichuan Province from 2012 to 2016.The results show that the comprehensive technical efficiency of biogas projects of different scales and biogas projects in different economic zones are increasing year by year.The biogas project of livestock and poultry farms in Sichuan Province is generally characterized by the increase of total factor productivity with the increase of scale;biogas project integration in different economic zones Years in which technical efficiency has experienced significant fluctuations are generally affected by external policy factors.Based on the calculation of total factor productivity,this paper uses Tobit regression to further analyze the factors affecting the total factor productivity of biogas projects in livestock and poultry farms.The results show that the operational management cost of endogenous variables has a negative impact on total factor productivity.COD has a positive impact on the total factor productivity of biogas projects;the exogenous variables of the secondary school level,biogas technicians,and government subsidies have a positive impact on total factor productivity.The remaining variables have no significant effect on total factor productivity.In summary,the development of biogas projects in livestock and poultry farms in Sichuan Province needs to further improve the total factor productivity.Third-party biogas engineering enterprises specializing in manure treatment should be encouraged to develop,reduce the dependence of biogas projects on the efficiency of farms,and realize the manure treatment industry.Development,promote the “three-industry integration” of the biogas industry;improve the market access system for livestock and poultry farms and biogas projects,increase subsidies,appropriately raise the subsidy threshold,and improve the training of biogas workers to improve the overall quality of the province's biogas projects;The government subsidies will be transferred from the front-end construction of biogas projects to the back-end products of biogas projects to achieve sustainable and healthy development of biogas projects.
