With the change and improvement of energy structure,the demand and consumption of natural gas,as kind of high-quality energy,are increasing year by year.More and more natural gas storage plants are being built in cities.However,due to the flammable and explosive nature of natural gas,higher requirements are put forward for the safety and reliability of urban natural gas storage plants.Therefore,this paper carries out risk assessment research for a natural gas reserve plant in a city of the western of China.Through appropriate risk identification and risk calculation and analysis,it finds out the risks of the operation of the storage plant,and puts forward opinions and suggestions with scientific theoretical basis and practical value for the safe operation,daily maintenance and risk management of the reserve plant.The main research contents and results of this paper are as follows:(1)Application of Risk-based Inspection in Natural Gas Storage Plant Through a comprehensive risk-based inspection(RBI)of the entire plant area,the risk of all equipment in the entire plant area is evaluated and ranked according to the two factors of failure risk and failure possibility,and the equipment that needs to be paid attention to is found out,which is of guiding significance for safe production in the future and provides basis for quantitative risk assessment and analysis later.(2)Application of Fuzzy Fault Tree Analysis Method Based on Similarity Aggregation Method in Natural Gas Storage Tanks Based on the traditional fault tree analysis method and considering the uncertainty of evaluation data,a fuzzy fault tree analysis method based on SAM is proposed by introducing similarity aggregation method(SAM).Using this method,the spherical natural gas storage tank with the highest risk in RBI analysis is further analyzed to find out the most critical factors and weakest links that affect its safety.Through practice,the flexibility and practicability of SAM-FTA method proposed in this paper are verified,which provides new possibilities for risk assessment of complex chemical systems under the condition of incomplete objective data.(3)Application of Bow-tie Analysis Method Considering Safety Barrier Effectiveness in Natural Gas Storage TanksOn the basis of fault tree analysis,Bow-tie model is established for natural gas storage tanks,which closely combines the causes of failure with possible serious consequences,and through the setting of safety barriers,the analysis is more in line with engineering practice.In addition,this study proposes a method to calculate and analyze the effectiveness of safety barriers,so that the results of risk assessment analysis can be applied to daily maintenance practices,effectively improve the efficiency and value of risk assessment,and better transform theoretical research into specific measures to directly improve the safety and economy of the plant.
