Research Of "Two Rules" Coordination Methods Based On The General Planning Stage

At present,China's economic development has entered into a period of structural adjustment,economic transformation and upgrading.In order to do a good job of macroeconomic control under the new situation,the various departments and industries have issued a variety of planning based on the responsibility of the department,such as the overall planning which belongs to the urban planning department,the land planning which belongs to the land department,the economic and social development planning which belongs to the development and reform department,etc.However,there are many problems,such as multiple management and difficult for project landing.Coordination and unification between planning should be strengthened urgently.Under this background,the concept of "two rules in one" became popular."Two rules and one union" refers to the overall coordination of land use planning and urban-rural planning,which is a major trend in the development of urban and rural planning in China.On the one hand,the current economic situation demands to improve the utilization of land space,and only the coordination between the two rules can make scientific layout of urban space.On the other hand,the country's new urbanization strategy requires conditional promotion of multi-regulation coordination,while the coordination of "two rules" is the key.In order to coordinate and link up the plannings,the local governments have tried to achieve planning integration by means of management,law and technology.As a subordinate local government of Chongqing municipality,Fuling district has also carried out a series of exploration from its own point of view.Such as the planning board,the planning bureau,and the land and resources bureau will carry out "a map".However,due to various reasons,such as manpower,technology and consciousness,the result is not good.In order to better plan and coordinate,renew the idea of planning,implementing a scientific urban spatial layout,and protect the land resources,according to the experience of other cities and the analysis of contradiction between "two rules",now we'll set Fuling district as an example,to explore the "two rules" in management,technology,index,concept of difficulties,and puts forward the ideas and methods of solution for reference in practical work.
