In traditional studies of traffic behavior,it is often assumed that dec ision-makers are completely rational actors.Along with the vigorous development of behavioral science theory, more and more researchers began to notice that there are all kinds of irrational behaviors in traveling, and tried to depict the limited rational behavior of travelers from different angles. In many fields, researchers are concerned about the inertia of individual behavior.Taking consumer behavior research as an example, inertia is used to portray a consumer's loyalty to a brand. This paper mainly describes the travelers' inertia behavior in the route choice behavior.Firstly,it analyzes the causes of decision inertia, including habitual selection behavior, asymmetric preference, satisfactory selection behavior, incomplete option set,and so on.On the basis of this, defines the decision inertia in route choice and constructs a model considering decision inertia. Also, this paper applies it to traffic equilibrium analysis. For deterministic travel scenarios, the route choice model that considering decision inertia and scale effect can be compatible with the route choice models of shortest path, bounded rationality and time surplus maximization, which is more general expression of these models. The model can simultaneously deal with the scale effect of travel time and money cost. This paper further applies the route choice model to traffic equilibrium analysis and the definition of road network equilibrium state and the equivalent mathematical description is given. In this paper, the equilibrium flow solution of a simple road network is solved, and it is found that the equilibrium flow solution of the network is not unique and the solution set is not convex.According to the travel situation of random network, this paper assumes that the randomness of the road network is caused by exogenous factors. In addition to time and monetary cost, travel reliability is also an important factor to consider when choosing a path According to the conclusion of the analysis of route choice behavior in deterministic situation, the weights of utility measures are adaptive due to the existence of decision inertia, that is,dependent on the current decision situation In which case, the weights are dependent on the reference point and variable. This paper establishes a stochastic road network route choice model based on variable utility weights, which can depict the decision inertia of the travelers and can embody the scale effect of three decision attributes. The model is more generalized than the existing stochastic scenario. The main contribution of this paper is proposing a route choice model describing the decision inertia and scale effect simultaneously, which has a certain breakthrough compared with the existing travel behavior researches. The model also provides referenced hypothesis of travel decision behavior that can be used in analysis and optimization of the traffic system.
