With the rapid development of urbanization and the real estate and the improvement of people's living standard in China, people pay more and more attention to the house decoration and a large number of decoration wastes have been produced, which results in the problems of resource waste and environment pollution. This greatly challenges urban sustainable development. With respect to the continual growth of decoration waste,it is urgent to research how to implement effective decoration waste management.First of all, this paper presents a literature review of the decoration waste management and summarizes the shortcomings in previous research. Then, based on the theory of complexity, this paper analyzes the decoration waste management system from the perspective of complex adaptive system(CAS),introduces the method of agent-based modeling(ABM)and proposes to build decoration waste management system model.Next,an agent-based simulation system for decoration waste management in Shenzhen with Java in Anylogic was built in accordance with the modeling process and steps. Finally,by sampling decoration projects in 2017,the system dynamic evolution principles under different policy scenarios are simulated to explore how interactions between stakeholders and different policies(source reduction,pay-as-you-throw,publicity and education)affect system environmental performance. The conclusions and recommendations are presented as following:(1)The attitudes and behaviors of various stakeholders as well as the dynamic interaction between them, especially developers, constructors and proprietors play an important role for the effective decoration waste management. Therefore, some measures could be taken to further improve the attitude and awareness of the various stakeholders and strengthen their exchange and communication e.g.strengthen publicity and education, improve legislations and regulations, reinforce supervision and enforcement, establish incentive mechanism etc.(2)Taking decoration waste management status quo of Shenzhen in 2017 as a benchmark, the combination policy has the best effect by comparing simulation output under different Under the portfolio policy, waste source reducted quantity is increased by 23.7%and the amount of illegal dumping and the final landfill is decreased by 9%.In terms of environmental benefits, land occupation was saved by about 364,600 m~3,loss of fertilizer was reduced by about 1876.51 tons, loss of water was reduced by about 53614.51 tons, oil was saved by about 844.43 tons and greenhouse gas emissions were reduced by about 2,048.07tons.Therefore,efforts should be made to promote publicity and education, improve the implementation of pay-as-you-throw policy and refine legislations and regulations so that developers, constructors and proprietors could improve their awareness of source reduction, which would improve the level of source reduction and reduce the amount of waste to achieving the effective management of decoration waste and increasing environmental benefits. In summary, based on the CAS theory and ABM approach, this paper builds a simulation model following the bottom-up process. The effect of policy control can be assessed by the virtual experiment platform which provides a new direction for the future research of decoration waste management. The following research will mainly focused on how to enrich the content of the model and refine the related agents'behavior rules to increasing its intelligence,as well as conducting model validation with data of decoration waste management in Shenzhen.
