Research On Economic Evaluation Of SH Railway Expansion Project

Shuohuang railway(part of the sacred shenhua railway)is connected with the shenhuo railway,witch starts from ShenChi south station ShenChi county in Shanxi Province,east to huanghua port of huanghua city,hebei province.The total length of the line is nearly 598 kilometers,which is designed as the national primary line,double-line electrified railway,and heavy load roadbed.The annual transportation capacity of the design is 350 million tons(2013),and the forward 450 million tons.Although the company has undergone the expansion transformation since it was put into operation,the transportation pressure of this line can be alleviated to a certain extent,but the ability to solve the problem of capacity can not be solved fundamentally due to the nature of its coal express channel and the particularity of the transportation organization.Based on the analysis of economic traffic volume,this paper puts forward the route plan and the implementation plan of expansion and reconstruction,and carries out the financial evaluation and national economic evaluation.This project evaluates the economic evaluation method for railway construction project(second edition)jointly issued by the ministry of railways,ministry of railways,China international engineering consulting company,China international engineering consulting company,and other relevant regulations and relevant information,and evaluates the specific situation of the project in accordance with the economic evaluation method and parameters of the construction project(third edition)issued by the national development and reform commission and the ministry of construction.In view of that evaluation of the main index analysis and sensitivity analysis,The financial evaluation of this project and the conclusion of the national economic evaluation are both feasible.At the same time,the improvement of the project is conducive to the improvement of technical equipment level and transportation capacity,which is conducive to the strengthening of the foreign transportation channel capacity of jin coal and the expansion of the comprehensive benefit of the shobang railway company and shenhua group,which is conducive to the economic development along the line and the development of the central and western regions.
