In recent years, with the continuous development of society, the number of motor vehicles has rapidly increased and the problem of urban traffic congestion has become increasingly prominent. For small and medium-sized cities, the demand for travel by residents has been increasing.Although infrastructure such as road transportation has improved greatly in recent years,it still cannot meet the fast-growing needs of residents.Coupled with the increasing number of urban migrants, transportation problems need to be alleviated. The implementation of the public transportation priority policy is the trend of the development of urban transportation, which can greatly ease the various existing transportation problems and is highly valued by people. The comprehensive evaluation of conventional bus service quality is the basis for urban public transportation system planning and management, and plays a decisive role in improving the quality of bus services.Only by improving the quality of service can we attract more residents to give priority to public transportation. In this context, the concept of small and medium-sized cities was first defined, and the public transport system of small and medium-sized cities was briefly introduced. The quality of regular public transport services in the city was studied, mainly covering service features, connotations, and constituent factors; The statistical analysis of the residents' travel data of large-scale cities has provided the travel characteristics of the number of trips, the purpose of travel, and the travel structure of the residents of small and medium-sized cities.Secondly,it summarizes the factors affecting the quality of bus services and the factors that affect public transport service. The structural equation model is used to identify relatively significant factors, and refers to the characteristics of residents' travel, the status of public transport systems, and the principle of selecting indicators. The evaluation index system of transit service quality in small and medium-sized cities under plain and mountainous terrain conditions.Thirdly, the method of determining index weights and comprehensive evaluation methods are studied. The G1 method based on the index scale is used to determine the index weights, and the TOPSIS method is used to improve the service quality of this article. The positive and negative ideals of the indicators are determined.Values, for some indicators that are affected by the terrain, based on the characteristics of residents in small and medium-sized cities, software SPSS is used to analyze the frequency distribution, and the positive and negative ideal values of quantitative evaluation indicators are obtained by the cumulative frequency curve method. Finally, taking Yulin City(Plain City)as an example,a comprehensive evaluation of the quality of conventional bus services was conducted to obtain the final evaluation results, and improvement measures were proposed.
