The coal industry is a high-risk industry that is the most important in production safety in China.Coal mine emergency management has increasingly become an important part of accident prevention and control.Through literature review,it is found that the evaluation theory and practice of China's coal mine emergency management capability still lack systematic and practical evaluation methods and evaluation index systems,making it difficult to effectively support coal mine emergency management evaluation and decision-making.Therefore,it is of great practical significance to study the evaluation methods of coal mine emergency management capability and levels.This paper focuses on the research on the evaluation method of the emergency management capability in the coal mine field,and builds an evaluation index system for the emergency management capability in the coal mine field and uses the subjective and objective comprehensive evaluation method and multi-level fuzzy comprehensive evaluation model for evaluation.It puts forward coal mines emergency management recommendations and measures based on the evaluation results.To be specific,Firstly,this article defines the concepts of emergency management and risk management.Based on this,94 particularly serious accident cases were analyzed and summarized,the influencing factors were extracted according to the main cause of the accident and the evaluation indicators were improved through a large number of relevant literature studies.The evaluation index system is constructed as first-level indicators in four aspects: prevention and emergency preparedness,monitoring and early warning,emergency response and rescue,post-disaster recovery and reconstruction,and 21 second-level indicators.The evaluation index is verified by designing the index questionnaire and the evaluation index system of coal mine emergency capability is constructed.Secondly,the analytic hierarchy process,entropy weight method and variation coefficient method are used to calculate and determine the index weight.The fuzzy comprehensive evaluation method is used to quantify the index and a multilevel fuzzy comprehensive evaluation model is established.Then,in order to verify the effectiveness of the emergency management capability evaluation model,Baiyinhua Open-pit Coal Mine in Inner Mongolia was taken as a typical research case.The evaluation results showed that the coal mine's emergency capability was generally at a "good" level,but the emergency plan-making capability was still at a weaker level.To this end,it is recommended that the mine should focus on improving the effectiveness and pertinence of emergency plans.Finally,based on the Eclipse development platform,MySQL database and Java development language and other computer technologies,the Baiyinhua emergency rescue information system was designed and developed,which realized emergency plan management,emergency rescuemanagement,and emergency auxiliary decision-making functions.This article research results obtained the preliminary application and implement the emergency preplan for structured in in No.2 and No.3 of Baiyinhua Open-pit Coal Mine.Through the emergency drill in coal mine at ordinary time and the postwar emergency management capability assessment scientifically and systematically improved and then improve the Baiyinhua Coal Mine emergency management capability.The results of this study also have guiding significance and popularization value for the assessment and promotion of other coal mines' emergency capacity.There are 19 pictures,20 tables,and 72 references in this paper.
