The existing environmental statistics and pollution source census only for industrial sources and mobile sources,"the number of unclear"status seriously hampered the dust pollution prevention and control work carried out,and the source has a strong source of uncertainty,random emissions and diverse types of features,Further increase the difficulty of dust pollution regulation,it is necessary to carry out the dust source of particulate emission characteristics of the study,a reasonable assessment of the current dust pollution control and control of the comprehensive level.Based on the model of localized emission factors,this paper has compiled the emission inventory of dust sources in Hebei Province in 2015,estimated the emission of fine dust in dust source,analyzed and studied the characteristics of its department and spatial distribution,and identified the main sources of pollutants and high pollution areas,make up for Hebei Province in the dust pollution in the basic data gaps,to support the follow-up environmental performance evaluation.For the first time,the environmental management performance evaluation is focused on the concrete ecological environment elements,which makes the environmental management performance evaluation further refine the dimension of ecological environment elements.Creatively introducing the PSR model of sustainable development theory into the field of dust pollution management performance evaluation,constructs the management evaluation system from the perspective of sustainable development,selects 18 evaluation indexes around the three subsystems of pressure,state and response,and uses the analytic hierarchy process and entropy method,The weight of each evaluation index is determined by the combination of weighting.This paper evaluates the traditional gray relational degree evaluation method,evaluates the regional dust pollution management performance by using the gray correlation degree of the area,and finally puts forward the policy suggestions for the future management work from the aspects of industrial energy structure,economy,culture and development concept.Based on the practice of atmospheric dust pollution control in this paper,taking Hebei Province as an example,the emission of dust PM2.5 in 2015 was estimated and the control effect of dust pollution in 11 cities was evaluated.The results show that the pollution of PM2.5in Heilongjiang Province is 304256 tons in 2015,of which 21418 tons are caused by the construction of dust source,243,137 tons of road dust source and 39701 tons of PM2.5emission.According to the evaluation results,the dust pollution control and control in 2015the better cities are Zhangjiakou,Chengde,Qinhuangdao and other places.
