Study On The Effectiveness Of Planning Environmental Impact Assessment Based On AHP-Fuzzy Comprehensive Evaluation Method

In order to improve the effectiveness of planning environmental impact assessment(PEIA),this paper established the set of indicators system for evaluating the effectiveness of PEIA,which is composed of the effectiveness of early intervention,the effectiveness of PEIA reports,and the effectiveness of late implementation and management,by the whole process analysis of PEIA.this system included one target-level indicator,three first-level indicators,10 second-level indicators and 30 third-level indicators.Then,the weights of each indicator were calculated and the second-level indicators ere sorted by AHP.the system of indicators included four levels :(1)the target level is “the effectiveness of PEIA”;(2)the first level was “the effectiveness of pre-intervention”,”the effectiveness of PEIA report”,“the effectiveness of post-implementation and management”,and the weighs of the indicators respectively were 0.1319,0.5501,0.318;(3)the second-level was "the link with the plan and the PEIA",“the detailed degree of investigation of the plan background”,“the method of PEIA”,“the comprehensive of the analysis of the plan ”,“the comprehensive of the system of indicators ”,“public participation”,“the comprehensive of comprehensive evaluation content”,“the comprehensive of Sustainable evaluation”,“the management's attention to the plan ”,“responsibilities of construction units”,and the ranking weights of the indicators respectively were 0.0769?0.055?0.0235?0.0878?0.0353?0.0553?0.2104?0.1377?0.1148?0.2032;The third-level was consist of 30 indicators,such as "early intervention" and "throughout the planning process".On this basis,this paper took the PEIA of controlling detailed planning of Industrial Zone of Hechuan Industrial Park in Chongqing as an example,according to the evaluation model of the effectiveness of PEIA constructed by the fuzzy comprehensive evaluation method,using the method of surveying expert and "good,general and poor" evaluating set,evaluated the system step by step.Combining the principle of maximum membership degree,the of the comprehensive evaluation of the PEIA was()X==5319.00.08910.42470.5319 max.That is to say,the overall quality of the PEIA of Industrial Zone of Hechuan was "good" and performed well.Finally,combing with the example,the suggestions were put forward to improve the effectiveness of PEIA:(1)To strengthen early intervention;(2)To improve evaluating methods;(3)To attach the importance to alternative schemes;(3)To implement the requirements of PEIA by construction units.Through the paper,we can quantitatively and scientifically evaluate the quality of PEIA,ensure that the planning can meet the requirements of ecological civilization construction,and meet the social needs of improving environmental quality.
