Since 2014,with oil prices declining sharply,and the investment and cost being reduced significantly,oil and gas enterprises can hardly continue their production and management model characterized by scale expansion and high investment.At present,the oil field enterprises strengthen the staff performance appraisal as the breakthrough of the activity "grasping the grassroots,establishing the foundation,strengthening the management",and improve their core competitiveness by encouraging the staff motivation.Based on the theory of human resource management in modern enterprises,real reform of the petroleum enterprises and the management practice as the research object,this paper makes an in-depth study of the talent incentive measures and explores the most adaptable ones to the oil enterprises.Firstly,the incentive theory and incentive methods are briefly outlined in this paper,and the study and practice of the incentive theory in the West and in China are compared.The paper then analyzes and proves the current situation of the incentive for oil workers,on the basis of which the problems are found.This paper analyzes the importance of the incentive and the influencing factors to it,discusses the incentive measures and strategies,and proposes the single well economic evaluation and ground facilities maintenance assessment methods to achieve the team assessment accuracy and differentiation.It is suggested to establish and implement a multi-leveled incentive mechanism,so as to fully mobilize the enthusiasm and creativity of talents,and enhance the cohesion and competitiveness of enterprises.
