Study On Public Participation In The Construction Of Ecological Civilization In The New Era

Since the Eighteenth National Congress of the CPC,the CPC Central Committee,with Xi Jinping as its core,has brought the construction of ecological civilization into the overall layout of the cause of socialism with Chinese characteristics,and has repeatedly stressed the importance of environmental protection and ecological construction.General Secretary Xi Jinping has published important expositions on many occasions,which have deeply explained the great significance of the construction of ecological civilization.Xi Jinping's ecological civilization thoughts,such as "two mountains theory","ecological environment,people's livelihood well-being","life community" and "global win-win",have brought China's ecological civilization construction into a new era.At the same time,with the improvement of the national quality in the new era,the public's understanding of the construction of ecological civilization is deepening,and the public participation system is becoming stronger and stronger.Although the citizens' participation ability is still insufficient,and the policy and legal formulation is still not perfect,the citizens' individual is increasingly concerned about their "right to know" and "right to participate".Therefore,taking "public participation in the construction of ecological civilization in the new era" as the subject,it is particularly important to study its concept,necessity,current situation,existing problems and causes,as well as its realistic path from multiple dimensions.In-depth study of public participation in the construction of ecological civilization,the first task is to clarify the core concepts.Only by understanding what the construction of ecological civilization and public participation are,can we analyze the existing problems and solve them.The author explores the theoretical basis of public participation in the construction of ecological civilization by combing the main viewpoints of Marxist natural view,sustainable development strategy and scientific development view,Xi Jinping's ecological civilization construction thought,and the concept and connotation of public participation.The public is the main force of the construction of ecological civilization and the main driving force of green development,so public participation is very necessary for the construction ofecological civilization.The author explores the necessity of public participation by carefully studying Jinping's thought of ecological civilization construction.Although the general trend of public participation in the new era is good,there are many problems.The single mode of public participation,inadequate channels,insufficient motivation and poor results are all practical problems of public participation.The main reasons for the problems of public participation include inadequate social publicity and education,imperfect laws,imperfect systems and immature environmental protection organizations.Whether public participation in the construction of ecological civilization can be achieved depends not only on the subjective consciousness of individual citizens,but also on the legal system and propaganda and education of the country.Public participation must rely on system and rule of law.Extensive publicity from all walks of life,sound environmental protection law,good public participation system and the development of environmental protection organizations are the key factors to promote and guarantee public participation.
