With the development of China's aviation industry,the number of flights has been increasing for years,therefore the normal operation of flights is particularly important.Rough weather,especially thunderstorm,is one of the most important factors affecting normal flight.Rough weather,such as thunderstorm,i strong wind,micro storm and hailstorm,they would cause severe turbulence of the aircraft,and have a strong influence on the takeoff and landing of the aircrafts.Thunder and lightning during thunderstorms may cause damages to airport facilities,interrupt communications between ground and air,and threaten flight safety.Thus,it is extremely significant to monitor and forecast thunderhead,which a mass of cumulus or cumulonimbus cloud often appearing before a thunderstorm.As the only one meteorological monitoring station in the northwest of China,Xi'an Meteorological Centre is responsible for weather monitoring and forecasting services within the whole northwest of China.The main method of monitoring convective clouds in the short and near forecast service is Radar.Currently,for detecting and monitoring the convective clouds from a holistic perspective,Xi'an Meteorological Centre will use their airports radars and local meteorological bureaus will their own radars to detecting and monitoring the convective clouds within about 250 KM around the airport.As a result,the method of detecting and monitoring would cause lots of problems in actual daily operation work.Therefore,the ability of monitoring the real-time air route meteorological data,the ability of displaying integrated weather data from different radars',and the ability of displaying the integrated air traffic control flight trajectory information can significantly improve the decision-making ability of air traffic control operation meteorology.In this paper,will analyze the users' specific business needs,analyze more than 30 local weather radar data in the northwest region,and build a dynamically radar route of entire northwest region by interpolation method.The ‘radar puzzle' system can identify,track,broadcast the dynamically weather data.Based on the ‘radar puzzle' system,design a new customized ‘0 to 2 hours forecast' product.Besides identifying,tracking,broadcasting the dynamically weather data,the new ‘0 to 2 hours forecast' product can broadcast the weather data with the air traffic control flight trajectory information to end user.At the same time,the new product can provide support for CDM meteorological operational support system as well.In general,the system adopts web-based B/S structure,with Microsoft ASP.NET MVC 4.0 and above as the basic framework for system operation and C# as the main development language,so that users can directly access to the system through the browsers.Per system design and implementation,the system is divided into the following modules: radar data collection and processing module,radar broadcast module,air traffic control flight trajectory collection module,radar extrapolation and prediction module,product display module and airport administrator configuration setting module.In this paper,these modules are illustrated via diagrams and flow charts,design and implement the system.Codes of key process are attached.Relevant functional testing and non-functional testing are executed after the implementation.The new designed system in this paper which is aimed at control departments has been in trial operation stage.Its already received great feedbacks from end users.and provide realtime accurate aviation weather information and traffic situation of the airspace aircraft.Its also increase efficiency for related department staffs work in the thunderstorm weather and provide a strong support for operation decision.
