With the implementation of The Belt and Road strategy,China railway department gained unprecedented opportunity for the development of international through railway transport,China Railway express has emerged in this context.As of November 17,2017,China Railway express had cumulatively transported more than 3000 trains,this achievement marked the initial success of China Railway express brand effect.However,there have been many problems while China Railway express is developing rapidly.Among them,chaotic cargo resource organization is the main constraint on the further development of China Railway express.At the beginning of China Railway express operation,most local governments issued a series of encouragement policies to achieve the purpose of market cultivation,including a huge amount of government subsidies.In this environment,most transport enterprises have played a price war,trying to attract customers with low transportation price,caused the disorderly competition for cargo resources and further caused the back-flow of logistics as well as high cost of cargo resource organization.This phenomenon has seriously restricted China Railway express as a transportation product participating in the market competition to achieve profitability.This thesis is based on a review of the development process of China Railway express,concluded that cargo resource organization is one of the most important issue to be solved at this stage.Then,through literature review,put forward enlightenments of China Railway express reform.Secondly,from the macro perspective and microscopic perspective,analyzed the development status of Chine Railway express and pointed out the main problems of China Railway express.Thirdly,applying the theory of railway cargo resource organization to China Railway express,on the basis of theory,survey object will be clarified,furthermore,introduce the concept of cargo value characteristics and explain the time-sensitive degree of China Railway express cargo.Then,using the gravity model to calculate the reasonable attraction range of cargo resource,avoiding the vicious competition between all the cities,after that,this thesis forecasted future China-EU trade volume based on yearly data.Afterwards,combined the actual situation,it analyzed the whole process of China Railway express cargo resource organization,and drew the cargo resource organization flow chart.Next,using the idea of “dry-branches”,this thesis aimed at the lowest cost of cargo resource organization,modeling the site selection issue of China Railway express transfer station,then,designed a genetic algorithm to solve this model.Finally,this thesis selected west passage as the case study,through related data collection and solution analysis,get the transfer site selection plan.However,this model has some limitations,such as ignoring the impact of changes in the future cargo resource structure,ect.All of these need scholars further studying.
