Research On Improvement Of Customs Clearance About Pilot Free Trade Zone In Dalian

China Pilot Free Trade Zone has been confirmed in Liaoning since Semtember,2016.Its establishment have not only improved the development of foreign trade in Dalian,but also shoulder the responsibilities of the northeast economic development from the government's expectation.Then Dalian Customs have taken lots of measures to support their development and work out new supervision planes,and customs clearance systems have been carried out in an organized way step by step.At present,we are effective,but some problems have appeared,which mainly focus on the procedures of Customs Clearance in China Pilot Free Trade Zone,such as backward design concept,rigid structure,the lengthy and jumbled structures,lack of effective technical support,and even the confusion between customs clearance and management processes.At the same time,in the process of implementing customs clearance,safeguarde measures also have some problems,such as the legal system lag,technical development deficiency,the urgent integration in port management system,lack of human resources,etc.All these issues affect customs clearance processes smooth operation,delay the efficiency of customs clearance and hinder the zone 's economic development.Both as the northeastern regional port and the earlier opening eastern coastal port,Dalian Customs construction is an important part of the national auto trade park development strategy,and the improvement of Dalian auto trade customs clearance process also plays an important role in the strategy.In the design of the customs clearance improvement process,this paper suggests that Dalian Customs should focus on trade facilitation,adhere to the top design,and emphasize the diversification of measures,the simplification of functions,specialization of staffs and the circular flow chain.Specifically,we should adhere to the classification management and hold the management conception of "first-line to release,second-line to live,and non-interference in districts" to expand a broader space of customs clearance process to realize a improvement of moving forward the work space,an informatization of supervising measures and customs clearance efficiency.The rapidity logistics clearance in the zone can be improved ont only by the means of furthering streamline administration and delegating power to lower levels,but the reforming on Single Window Project;the stability of the customs clearance procedures being abridged and reconstructed can be ensured by the means of the construction of electronization and informatization and the perfection of regulations and systems.The flowchart of improved procedures of customs clearance has been drawn in the article.By analyzing the latest data of survey from the current customs clearance works and using the scientific methodology,we have predicted the whole customs clearance efficiency being improved in the zone.The conclusion is that the time of clearance decreases by 50 percent after the improvement on customs clearance procedures,which indicates the effects of custom clearance procedures being improved.This dissertation not only aims at ensuring each reforming measures implemented by customs in the zone to be carried out through the research on the improvement of customs clearance procedures in Dalian Pilot Free Trade Zone,in order to make custom reform system plays an efficient role in practice to stimulate the development of the economy in the zone,but also saving the time of customs clearance greatly,improving the working efficiency of customs clearance,creating comfortable customs clearance enviroment in the zone and intensifying the competitiveness among enterprises in the zone.
