With the improvement of the convenience of transport between countries?regions),countries?regions) have gradually formed a trade model mainly based on intermediate trade.Every country?region? produces and exports its superior products depending on the d i fferent factor endowments.The production stage is divided into high value-added and low value-added parts by comparative advantage.Every country?region? gains different benefit from locating in different parts of production stage.In the process of production segmentation of manufactured goods,developed countries?regions) are mainly responsible for R&D?sale and other high value-added parts,developing countries?regions) are responsible for processing,assembly and other low value-added parts.But the location in production segmentation of every country?region? is not immutable.Developing countries?regions) can learn from the developed countries?regions) and develop their own R&D capabilities for their own to create the conditions and opportunities for development.In that way developing countries?regions) can rise to the stage of developed country?region?.After becoming the member of World Trade Organization in 2001,free trade policy promoted the development of China's economy.Development of manufacturing industry played a key role to it.China's manufacturing industry mainly rely on FD1 to participate in the production segmentation.But under the high GDP and high economic growth,the way China participates in production segmentation depending on cheap labor and non-renewable resources is unhealthy and unsustainable.After 2011,Chinese economic growing slowly,it requires China to carry out industrial structural reform as soon as possible.Obviously middle-tech and high tech manufacturing industries become the main development goal.Firstly,the paper established two kinds of global value chain form including snake and spider.Based on the latest version of WIOTS and the method of production stage index,this paper analyzes China's position in global value chain specialization by calculating production stage index for middle-tech and high-tech manufacturing industries in order to evaluate the length of productive process and value-added contribution rate.For the first time,the paper made industry match between the old and lasted version of World Input and Output Table(WIOTS).Secondly,the paper analyzed the position of middle-tech and high-tech manufacturing industries by choosing Japan,American,Germany,Korea,Taiwan and Mexico as the matched group.Thirdly,the paper established an empirical test model to test the location of China's high-tech manufacturing global value chain.Lastly,put forward suggestions on how to improve the status of Chinese medium-tech and high-tech manufacturing global value chain.The main conclusions are as follows:The result shows that the production stage index for China's manufacturing industry remains clearly periodical and high-level by increasing year by year.Compared with developed and developing economic entities,China's middle-tech and high-tech manufacturing industry still focuses on fabrication stage and lies in the relatively low status along the global value chains.By increasing the domestic value added and increase the investment of capital elements can effectively improve the value of the production stage of Chinese middle-tech and high-tech manufacturing industry and reduce the number of production stages.
