From rehabilitation to rapid development,Japan's economy has made remarkable achievements since 1945.However,being narrow on land and short of resources,it led to the development of highly dependent on the import of resources and energy.Also,due to the limitation of traditional pattern of economic development,a large amount of waste was produced and it led to the public nuisances and the problem of waste disposal.In this background and inspired by the exploration to the theory and practice of circular economy in the western world,Japan has started to change its way of development from the traditional way to the circular economy since 1970 s.Starting from controlling pollution and saving energy and resources,the Japan government promoted the development through perfecting the system of legislation and administration and setting up the mechanism of policy and planning.In this process,the mode of Japanese circular economy has gradually formed and it has made the great achievements with the help of its way of operation that local government,companies,and publics cooperate and take actions.Also,the four features in this mode make it different from other countries and has made this mode become a paradigm all around the world.The development of circular economy in China is still in the primary stage,and there are still many problems need to be solved.Hence,we need to learn the way this mode formed and operated and its features to help it make a further advance of China's circular economy.
