Since China's reform and opening up,follow the "give priority to in order to raise,aquaculture,fishing and processing,adjust measures to local conditions,with emphasis on" approach to development,rapid ascension fishery development,China's output of aquatic products,aquatic products trade,number of boats,fishing population,farming area of the world in the first place.Modern fishery construction cannot leave the fishery insurance system,Chinese Fishery Mutual Insurance Association was founded in 1994,has more than 20 years,Fujian Fishery Mutual Insurance Association also has 6 years,but due to various reasons of fishery insurance system in China and there are a number of problems with the development of the fishery mutual insurance association.For six consecutive years,the central no.1 document provided policy guidance for policy-based agricultural insurance,encouraging and supporting the establishment of policy-based agricultural insurance system.The development of policy fishery insurance in China is faced with opportunities and challenges.The Fujian Fishery Mutual Insurance Association started late,which can be used for reference,but each province has different practical situation,and it is facing a transition period from the government.How to operate fishery insurance more efficiently,more standardized and scientifically is not only an opportunity but also a challenge for the mutual insurance association with inadequate experience,imperfect operation management and special institutional nature.The purpose of this paper is to study of fishery insurance of the existing literature,expounds the related theory,and applied to the fishery mutual insurance association of Fujian province empirical analysis,this research on performance evaluation of the association,the main contents include:First,the basic situation of China fishery mutual insurance and fishery mutual insurance association is analyzed.To understand the differences between fishery mutual insurance and general commercial insurance,the existing performance evaluation of fishery mutual insurance association is analyzed.Secondly,the performance evaluation system of Fujian Fishery Mutual Insurance Association is constructed based on the balanced scorecard method.The method of using the balanced scorecard,construct financial,innovation and growth,including customers,internal business four dimensions of balanced scorecard performance evaluation model,the actual weight of each dimension by empirical analysis.Third,through the empirical analysis,it is concluded that the performance of the fishery mutual insurance association of Fujian province,and the results were analyzed,and based on the different dimensions of the index system of weights and reflect the actual situation of the fishery mutual insurance association of Fujian province,the actual problem,put forward measures and Suggestions to improve its performance.This article mainly USES the literature search and theoretical research,empirical analysis and comparative analysis methods,interdisciplinary analysis method,etc,to the development of the fishery mutual insurance difficulties were analyzed,and based on the balanced scorecard approach to performance analysis of fujian fishery mutual insurance association,specific indicators in each dimension design,highlights the focus of the fishery mutual insurance association.Eventually put forward policies and measures to improve the development of mutual insurance advice,and the improvement of the fishery mutual and strategic management level,for Fujian Fishery Mutual Insurance Association to perfect the fishery mutual insurance operations management and government support for fishery insurance policies and supporting measures to provide the reference.
