YL hand industrial Cooperatives Association is the Organization Department of urban collective enterprises in YL City.This paper traces its history to outline the whole process of the YL urban collective enterprises began in the cooperative movement,mature in the planned economy system,lost in the market economy.Analysis of the main reasons for the demise of the urban collective enterprises in YL city based on the people oriented angle.And Innovative solutions for the proposed,Attempt to establish urban collective enterprises that have clear member rights and Effective democratic system to achieve the purpose of labor leading distribution.This paper is divided into five parts to discuss the problem,The first part traces back the historical origin and historical mission of collective ownership economy.The second part starts from the perspective of labor and capital game to find the relevant basic theory.The third part outlines the history of the formation,development and reform of the collective ownership enterprise in YL City,and points out its main problems.The fourth part uses the theory of labor property rights and reference to the design model of the labor management enterprise,and puts forward the innovative plan for the urban collective organization management system of YL city.The fifth part discusses the operational security of the innovation program.The innovative scheme proposed in this paper is another way of thinking.Tend to allowworkers to change their own status,rather than waiting for the redemption of capital.Limited by the conditions,only a part of this article in practice,Can't fully demonstrate its feasibility.But I hope this is a meaningful exploration for the development of urban collective economy.
