Land consolidation has become an inevitable choice for China's social and economic development.It has laid a solid foundation for ensuring national food security and stabilizing the quality of cultivated land resources.The scientific and objective land consolidation project siting can ensure the maximization of land consolidation benefits.Considering the current land project site selection is arbitrary,random,and lack of an unified,scientific project evaluation system and location model as the basis for site selection,therefore,this article aims to the comprehensive evaluation of the land consolidation project site suitability,builds the land consolidation projects siting model,in order to achieve a scientific and objective site selection and propose reasonable scientific basis for land consolidation planning.This paper selects 12 evaluation indexes in the five aspects of soil conditions,terrain conditions,infrastructure,location and space form,and builds land consolidation project siting based on entropy weight matter-element model suitability evaluation index system.On the basis of suitability assessing and zoning,a multi-objective particle swarm algorithm is cited,with which the optimizing selection issues of land consolidation projects siting can be transferred into the mathematic model of multi-objective particle swarm algorithm.A land consolidation projects siting plan of Qinzhou District is calculated and tested.The main conclusions are as follows:(1)Site selection is the premise and foundation of land consolidation,and the traditional site selection methods are mostly based on personal experiences,disadvantages are unavoidable.In this paper,multi-objective particle swarm optimization(PSO)is introduced to expand the method of project siting,and the idea of site selection is innovated,which makes up for the blank of quantitative analysis of land consolidation project siting.(2)In the suitability evaluation of land consolidation projects,the entropy weight matter-element model effectively reveals the primary causes of the different suitability levels in land consolidation projects,and improves the accuracy and scientific degree of the evaluation method.The suitable level in Qinzhou District,Tianshui City is in the critical suitable level,highly suitable and relatively suitable areas are less.The main reason is that the irrigation conditions are poor,the soil organic matter content is slightly lower,and the topography is broken,and the slope is large.this paper chooses Qinzhou District of Tianshui City as an example,makes an empirical analysis on the citing model based on multi-objective particle swarm algorithm,the model proposed is practicable and effective and provides a scientific and reasonable selection plan.On one hand,subjectivities caused by manual operation are avoided,on the other,this plan can effectively develop one place's land development and reclamation potential,improves the quality and quantity of cultivated land to guarantee the high and stable yield,and optimizes the space layout of land consolidation projects,and last,promotes the sustainable and intensive use of land resources.
