With the rapid development of civil aviation industry,China has become the world's second largest civil transport country.The rapid growth of passengers traveling on the choice of aircraft mode has resulted in an increasing demand for airport and airline security resources.The problem of protection resource constraints which causing the passengers waste too much time before their leaving,the terminal crowded,poor passenger satisfaction and other issues,has already appeared in many airports and airlines.These problems,in turn,have had a very negative impact on these airports and airlines.The problem,waiting too long time to check-in exists in the artificial check-in step which is the first important part of the passengers' departure program,seriously affected passengers passing the terminal time.Although this problem can be solved by adding additional check-in facilities,increasing service security personnel,and even expanding terminals,but these measures will inevitably leading to an increasing operating costs of airports or airlines.There is a demand of a strategy to dynamically allocate check-in counters based on the aggregation of check-in passengers to improve the efficiency of the use of check-in counter resources,thus saving operating costs while ensuring a certain quality of service.In this regard,after combing and introducing the check-in business system,the most typical system of the domestic flight passenger departure check-in system was selected in this paper for further study.In order to be able to develop a dynamic allocation strategy,firstly,the queuing pattern of departing passengers was studied and the queuing length model of the nearest multi-flight departure passenger was set up.This model can predict the change of the queuing length of the passenger check-in,which solved the key problem of formulating the dynamic allocation strategy of check-in counter.Then,passenger check-in queue waiting time forecasting model was made.It can be used to estimate the time required to wait for different captain positions and to analyze the excess rate of each flight,which providing a basis for the formulation of the artificial check-in counters dynamic allocation strategy meat the KPI-related service indicators.Finally,the time and quantity of opening artificial check-incounters needed to be adjusted were determined by using the established two models,and reached the default targetThe final experiment showed that the dynamic allocation strategy of the manual check-in counter can meet the requirements of KPI-related indicators,and can achieve the purpose of saving operating costs.
